OBJECTIVES OF THE ASSIGNMENT

The GGGI is in the process of establishing its Country Office in Pakistan and implementing the  LT-LEDS project along with few other projects and initiatives The individual consultant will  assist the Country Office in program development, project related communications activities and facilitate the organization of  workshops, bilateral meetings and focus group discussions for the LT-LEDS process across the country.

DELIVERAVLES AND PAYMENT SCHEDULE

The individual will support GGGI Country Office’s communication activities in an on-going manner and around specific project milestones and activities. S/he will also provide support to the Country Office in the implementation of program/project activities, in particular related to the logistics and content coordination of meetings, workshops and events, as well as program development and carrying out certain administrative tasks that will ensure efficient running of the country office. The individual is expected to be highly professional, capable of planning and executing work packages and processes, collaborate fluently across units and institutions, and be extremely well organized to stay on top of multi-taskings and meeting deadlines. The individual will be required to work for at least 11 days per month with the following scope:

[PURPOSE]

  • Develop, implement and refine GGGI’s national communications strategy by considering ongoing initiatives and its alignment with GGGI’s HQ policy and Communications strategy.
  • Carry out all the communications related activities under the LT-LEDS project, including the development of fact sheets and brochures, social media content, and press releases.
  • Assist the LT-LEDS team in organizing workshops at the national and sub-national level as well as organizing focus group discussions with the private sector and arranging bilateral meetings as and when required.
  • Develop contents for social media and ensure highlight the program/project activities as and when required.
  • Maintain contact with the mainstream media and engage them in high level events as and when required.
  • Work closely with GIZ communications focal person and ensure to meet all deadlines as per relevant templates.
  • Organize feedback mechanism with participants before, during and after any event to understand the level of inputs provided and examine the same and discuss with the supervisor.
  • Provide specific input in the development of the pipeline of projects to ensure continued efforts towards resource mobilization. 
  • Develop and oversee the finalization of the knowledge products being developed under any ongoing project or program activity such as infographic, brochures, presentations, briefs, newsletters etc.
  • Review the reports in terms of its alignment with the organizational and donor policies such as logo placement, photo rights, disclaimers etc.

[ENGAGEMENT]

  • Work closely with GGGI’s HQ and Regional Communications focal person and ensure strategic visibility of GGGI and its partners on all social media platforms.
    • Work in close collaboration with the Country team and other GGGI staff and consultants within or outside the country and contribute to the development of the Country Office program.
    • Maintain the contacts with the relevant vendors and engage them to ensure provision of necessary equipment and materials for visibility of GGGI and its partners while organizing workshops or events at the national and sub-national level.
    • Support the representation of GGGI in various meetings with the government, private sector and development partners, as and when required.
  • Work closely with the Country team to provide inputs on various ideas, concept notes, and proposals for submission to donors.
  • Provide support in coordinating various meetings and inputs from GGGI’s thematic experts to ensure timely inputs of quality.
  • Assist in coordinating with the government officials, donors and development partner counterparts to understand priorities, ensuring alignment of project proposal objectives and gaining buy-in.
  • Laise with the procurement team and external vendors to organize various workshops and meetings at the national and sub-national level.

[DELIVERY]

  • A national communications strategy, its implementation and refinement plan in alignment with ongoing initiatives, LT-LEDS objectives, and GGGI HQ communications and policy guidelines.
  • End-to-end communications support for the LT-LEDS project, including messaging, materials, and visibility activities.
  • Provide support in organizing the national and sub-national workshops, private sector focus group discussions, and bilateral meetings, including coordination, documentation, and visibility.
  • Development and dissemination of content for social media and digital platforms, ensuring timely highlighting of program and project activities.
  • Media engagement outputs include maintaining liaison with mainstream media, facilitating coverage of high-level events, and coordinating press engagement when required.
  • Close coordination with GIZ communications focal person, ensuring compliance with templates, timelines, and branding requirements.
  • Development and finalization of knowledge and visibility products, including infographics, brochures, presentations, briefs, newsletters, LT_LEDS report elements and related materials.
  • Review of reports and communications materials to ensure alignment with organizational and donor policies, including branding, logo placement, photo rights, disclaimers, and visibility guidelines.
  • Support the design and implementation of a feedback mechanism for events (before, during, and after), including analysis of participant inputs and lessons learned, and discussion with the supervisor.
  • Targeted communications inputs to project pipeline development, supporting continued visibility and resource mobilization efforts through strategic messaging and positioning.
  • Keep a record of all contact points within the national, sub-national governments, private sector, academic institutions, research organizations and development partners.
  • Support the preparation of donor-aligned idea notes and/or concept notes supporting LT-LEDS implementation, NDC priority areas, and national development objectives, in close coordination with the Country Team.
EXPERTISE RREQUIRED

[QUALIFICATIONS]

  • At least a bachelor’s degree in communications, journalism, sustainable development, environmental sciences, international relations, project management or any discipline closely related to the assignment.
  • At least 4 years (Preferably 5 years) of professional experience in the above fields.
  • Working experience with international organizations and with Government at different levels (federal, province, local) would be an asset.
  • Track record of producing professional communication products linked to projects, research, policy processes and/or events
  • Fluency in English is required; fluency or a strong grasp of local languages is a plus.
  • Pakistani citizen or entitled to work in Pakistan.

  • Ability to synthesize complex concepts into plain language, infographics, and key messages and to tailor communication products and activities to specific audiences.
  • Knowledge of common communication tools and platforms eg. Canva, Wordpress, video editing software

  • Ability to prepare written reports, business correspondence, project proposals, etc., including strong narratives in English and local languages.

PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is an international intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, private sector, and NGOs to help develop growing economies that are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. Pakistan became a member of GGGI in 2021, and the Ministry of Environmental Coordination and Climate Change (MoCC&EC) has signed the GGGI Pakistan Country Program Framework 2024-2028 in November 2024 at Baku. The Host Country Agreement (HCA) is expected to be signed in Q1 2026. 

The GGGI has been working on various projects and initiatives including the LT-LEDS (Long Term- Low Emission Development Strategy) project in collaboration with GIZ. The Paris Agreement invites countries o to produce a LT-LEDS in  to provide a roadmap for decarbonization in the long-term, and to support the development of their sub-sequent Nationally Determined Contributions (NDCs).

The overall aim of the LT-LEDS will be to enhance the Government’s ability to plan for decarbonization of its economy in the long-term by providing a framework and a pathway for a progressive revision and enhancement of targets under its NDC to reduce CO2 emissions to 2035 and beyond. The LT-LEDS document will also indicate the best options to decarbonize different sectors while supporting economic and social development targets, job creation and prosperity in Pakistan. The process entails data collection, modelling, identification and prioritization of most cost-efficient and advantageous decarbonization options in key emitting sectors, and the establishment of an LT-LEDS investment plan for Pakistan. The preparation of the LT-LEDS will be done through a participatory process involving key stakeholder groups at federal and provincial levels.
