BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In Chad, WFP and its partners provide assistance to the most vulnerable populations to support progress toward the Zero Hunger objective. WFP implements integrated programmes to deliver the results of the Country Strategic Plan. This includes food assistance activities, nutrition programmes, the establishment of school canteens, support to food systems through resilience and climate activities, and interventions aimed at developing human capital, including social protection and strengthening of state systems at all levels. Under the direct responsibility of the Head of Programme and the technical support of the Regional Gender, Protection & Inclusion Advisor, the Programme Policy Officer (Genre, Protection & AAP) will be responsible for managing the Gender, Protection & AAP section and providing strategic orientation on Gender, Protection & AAP. This includes overseeing the implementation of Gender, Protection & AAP activities in Chad, direct supervision two national officers, technical supervision of two field-based protection associates, and close collaboration with a network of Accountability and Gender focal points in Field Offices. There will be a focus on learning and ensuring that good practices are captured and documented, shared widely across the organization as appropriate, while supporting field offices to keep abreast of evolving standards and processes especially on communication with communities and beneficiary engagement. The implementation of the above activities will be guided by WFP's Protection and Accountability Policy (2020), WFP's Gender Policy (2022-2026), Humanitarian Principles, the Inter-Agency Standing Committee (IASC) Commitments on Accountability to Affected People and the IASC Vision and Strategy: Protection from Sexual Abuse and Sexual Harassement (PSEAH, 2022).

Focus on the role will be on :

  • Context and protection risk analysis;

  • Staff capacity development;

  • Integration of Gender, Protection & AAP into Programme design, tools and implementation;

  • WFP bilateral and inter-agency collaboration on Gender, Protection & AAP

  • Support to field offices to integrate Gender, Protection & AAP including compliance to guiding principles, feedback and complaints tracking, data analysis, verification and post distribution follow-up

  • Support strong linkages between Protection & Accountability and the CFM;

  • Ensuring integration of Gender, Protection and AAP in Post Distribution Monitoring, assessment, surveys, CBT feasibility studies;

  • Provide Gender, Protection & Accountability related input based on strong feedback and learning from on-going field activities and support how to incorporate this feedback into proposals, monitoring and evaluation ;

  • Work closely with partners that implement humanitarian protection activities especially those working on the community-based accountability approaches, community engagement, women empowerment, GBV and child protection.

RESPONSABILITIES


1. Lead on Gender, Protection and AAP related issues at Country Office level ;


2. Ensuring the country office activities' conformity with corporate standards and guiding the definition and/or implementation of the Chad Country Office Gender, Protection & AAP component of the Country Strategic Plan by translating policies and corporate indicators into actionable guidance such as national strategies, action plans, capacity strengthening plans and programmatic tools, and implementing audit recommendations ;


3. Management of the Gender, Protection & AAP section including the identification of human resource needs, performance planning, periodic (annual, semestrial and weekly) work planning, digitization, procurement planning, mission plan planning and other relevant managerial tasks.


4. Shows accountability and transparency by informing management on the section’s performance planning and overseeing the section's contribution to donor reports and to the Annual Country Report;


5. Leadership on the design and implementation of key projects aiming at integrating Gender, Protection & AAP into country office activities such as capacity strengthening projects, gender and/or protection analyses, awareness raising campaigns, roll out of the community engagement action plan, and pilot projects. This includes the identification of financial resources, designation of roles and responsibilities, coordination of the roll out, knowledge management and advocacy ;


6. Provide technical advice to functional units, with a specific focus on integrating Gender, Protection & AAP into operations and in ensuring the complaints and feedbacks mechanism is in line with Protection & AAP minimal standards ;


7. Advocate on Gender, Protection & AAP issues at Country Office level, at inter-agency level, and with donors ;


8. Assist WFP to coordinate with other humanitarian agencies, NGO, INGO partners and other relevant interlocutors on assessment of current and emerging Gender and Protection issues and response planning and explore strategic partnership ;


9. Represent WFP in the Protection Cluster and ensure WFP is effectively represented in Gender and Protection relevant inter-agency fora such as the GBV sub-cluster, the AAP working group, the PSEA inter-agency network, the PSEA East Coordination, the Protection East Coordination, etc.

QUALIFICATIONS & EXPERIENCE REQUIRED


Education:

Advanced university degree in one of the following disciplines : social science, international development, international relations, human rights, political science or another related field.


Experience:

  • At least 5 years of solid, responsible and relevant work experience in a humanitarian organisation and/or with an organisation/agency dealing with the protection of civilians, human rights or gender-based violence in a humanitarian emergency setting ;

  • Demonstrated effectivness to mainstream protection within large operations (specific to food security and nuttrition but more largely to WFP Chad CSP), bringing policies and strategies into the country context ;

  • Experience in developing and implementing gender mainstreaming and/or gender transformative approaches in emergency, resilience, nutrition, school feeding or social protection programmes ;

  • Proven experience developing and ocnducting capacity strenghtening initiatives and developing guidance to mainstream protection and integrate accountability to affected people ;

Knowledge & Skills:

  • Knowledge of field contexts in Chad is desirable

  • In-depth knowledge of gender, humanitarian protection, accountability to affected populations, sexual and other forms of GBV, and general humanitarian policy and development issues

  • Strong analytical, writing and communication skills;

  • Supervision, mentoring and capacity building experience required;

  • Strong skills and experience in training and facilitation on Gender and Protection programming/mainstreaming.

  • Ability to lead a team and strong communication skills to advocate for Gender, Protection & AAP across different fields and technical units.

Languages:

Fluency (level C) in French language, Intermediate knowledge (level B) of English.
