Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Papua New Guinea (PNG) has identified overseas labour mobility as a key pathway to expand employment opportunities, strengthen skills development, and improve household incomes. Labour mobility is coordinated by the Labour Mobility Unit (LMU) within the Department of Treasury and implemented through a decentralised system of Regional Recruitment Hubs. Strengthening systems that support safe, well-managed migration across the full mobility cycle,  including preparedness, worker welfare, and sustainable reintegrationm remains a key Government priority, led by the Labour Mobility Unit (LMU) in coordination with national stakeholders and partners.

In this context, IOM provides technical assistance, capacity strengthening, and operational support to Government counterparts to advance labour mobility initiatives in Papua New Guinea. This includes support to institutional coordination under the leadership of the LMU, reintegration analysis and planning, development of training approaches, and strengthening systems that promote sustainable outcomes for returning workers and their families.

Under the direct supervision of the Chief of Mission, and in close coordination with national counterparts, the incumbent will provide administrative, coordination, and operational support to IOM’s labour mobility and reintegration programming, contributing to effective implementation of activities, strengthened collaboration with the LMU and partners, and alignment with national priorities and evolving labour mobility initiatives.

Responsibilities

  • Support day-to-day implementation of labour mobility and reintegration activities in line with approved work plans;

  • Track activity timelines, deliverables, and action points and flag delays, implementation issues, challenges and opportunities to advance labour mobility efforts to supervisor;

  • Provide logistical and administrative support for consultations with returned workers, families, Regional Recruitment Hubs, service providers, government counterparts and other stakeholders as needed; 
  • Support routine coordination with the LMU and relevant partners, including meeting scheduling and follow-up on agreed actions and serve as the operational focal point for communication between IOM, LMU and field level stakeholders as required;
  • Assist with scheduling meetings, preparing participant lists, and compiling consultation documentation as required; 

  • Maintain organized project files (physical and electronic), including high quality activity records, consultation notes, and training materials.

  • Support basic data cleaning, organization, and entry related to consultation findings, as required.

  • Support organization of training workshops for LMU staff, Regional Recruitment Hubs and other entities or individuals as needed. 

  • Assist with coordination of translation, printing, and adaptation of training materials (e.g., Tok Pisin versions);

  • Support compilation of training reports, participant feedback, and post-training documentation.

  • Assist with coordination with partners, consultants, and service providers engaged under the project;

  • Support preparation of inputs to inception, progress, and final reports, including activity summaries, participant data, and annexes;

  • Compile and maintain databases, contact lists, and service provider directories developed under the project;

  • Assist with documentation of lessons learned, good practices, project monitoring reports, field reports, photographs and/or records for internal reporting purposes.

  • Support administrative and procurement processes in line with IOM procedures (e.g., travel requests, workshop costs, consultant support);

  • Assist with tracking of expenditures against planned activities, in coordination with programme and resources management staff;

  • Undertake other programme support tasks as requested by the supervisor.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Development Studies, Public Administration, Business Administration, or a related field with 4 years of relevant experience;

  • Relevant administrative or programme support certifications are an asset.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Minimum four (4) years of relevant experience in programme support, administration, or project coordination;

  • Experience supporting training workshops, consultations, or field-based activities is an advantage;

  • Experience working with government counterparts or development partners is desirable.

Skills

  • Strong organizational, coordination, and administrative skills;

  • Ability to manage multiple tasks and meet deadlines;

  • Proficiency in MS Word, Excel, PowerPoint, and basic data management tools;

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Tok Pisin is required. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
