Organizational Context and Scope

Under the overall supervision of the National Head of Resources Management and direct supervision of Project Manager (IBG), and in close coordination with the IBG Regional Thematic Specialist (RTS) at the Regional Office and the MIDAS Team in Headquarters (HQ), the Senior Information Technology Associate (IBG) will provide technical and IT support for the implementation and expansion of the Migration Information and Data Analysis System (MIDAS) in the country. 

The ultimate objective of the project is to strengthen Timor-Leste’s migration and border management capacities to counter organized crime, promote national security, and support economic growth. The project will expand and enhance the IOM-developed MIDAS through the roll-out of the system to additional target Border-Crossing Points (BCPs). The project will also deliver a suite of capacity building activities to relevant national stakeholders including training and the development of new Standard Operating Procedures (SOPs).

The incumbent will also support the provision of ICT solutions and services in the Country Office, including end user support. The role is essential for maintaining efficiency and effectiveness of missions IT networks and systems, contributing to the overall organizational productivity in alignment with IOM ICT Strategy, policies, and standards.

Responsibilities

  1. Provide technical support to the development of the MIDAS project implementation plan, in particular the technical components. 

  2. Assist in conducting MIDAS technical and performance monitoring assessments, adapting templates to the country’s needs and drafting assessment report sections for supervisor review in coordination with other relevant assessment team members. 

  3. Under the guidance of supervisor, attend technical meetings with relevant government counterparts, supporting discussions on implementation planning, identification of needs, maintenance and troubleshooting requirements by providing technical updates and follow-up support. Assist government counterparts in the identification of necessary MIDAS customizations needed and relay these needs to IOM’s MIDAS HQ Team. 

  4. Prepare the hardware and software list for procurement based on the result of MIDAS technical assessments and using the MIDAS budget calculator tool; assist in reviewing vendors’ technical specifications of equipment to be procured. 

  5. Assist and coordinate with relevant team members and government counterparts in the implementation of necessary technical infrastructure needed at Border Crossing Points (BCPs) and HQ level for a MIDAS roll-out (including networking cabling, VPN configuration, among others). 

  6. Assist the government counterparts with the installation and configuration of MIDAS workstations and servers, including relevant testing prior to roll-out. 

  7. Participate and/or deliver MIDAS Installation and user trainings as per MIDAS HQ guidelines. 

  8. Provide technical support to government counterparts during MIDAS roll-out at targeted BCPs, including relevant data management support, data back-up, database upgrades, and system monitoring. Provide user support and capacity building assistance as required.

  9. Provide troubleshooting support while facilitating knowledge transfer to government counterparts. Keep updated reports on the assistance requested by government counterparts. 

  10. Collect and compile feedback from MIDAS users, including bugs and suggestions, and share them with the MIDAS HQ Team for relevant action and/or improvement of the system. 

  11. Provide technical support to government counterparts’ focal points on system use monitoring and data synchronization. 

  12. Support the implementation and monitoring of the MIDAS Maintenance Plan, reflecting the country-specific technical context. 

  13. Provide inputs to project development processes in coordination with the Project Officer by identifying needs and preparing activity and budget inputs, taking into consideration the needs of the government counterparts. 

  14. Coordinate with MIDAS HQ Team for version upgrades, trainings and troubleshooting as required. 

  15. Provide ICT support to the Country Office by monitoring and maintaining IOM-internal systems and networks, responding to information security incidents, updating software as needed, maintaining the ICT assets, and escalating issues to relevant ICT units.

  16. Perform such other duties as may be assigned, including Travels on Duty. 

Qualifications

Required Qualifications and Experience

Education

  • High School diploma with six years of relevant experience; or,

  • Bachelor’s degree in computer science, Telecommunications Engineer or Information Technology with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in and/or knowledge of migration and border management, with a focus on information management systems/databases will be an advantage; 

  • Strong experience in ICT equipment, systems and networking installation and troubleshooting; 

  • Experience in VPN and firewall setup including with CISCO devices; 

  • Demonstrated knowledge of relational database management, especially SQL Server 2014 or higher including stored procedures, functions, views, indexes, and basic relational database design; 

  • Demonstrated experience in training users and providing ICT support to software end-users; 

  • Knowledge of web servers’ setup and management (including Internet Information Services (IIS) web server). 

Skills

  • Effective communication and liaison with government and project counterparts;

  • Experience organising and facilitating workshops and trainings;

  • Ability to draft reports clearly and concisely;   

  • Strong command of computer applications: Outlook, Microsoft Office (Word, Excel and Power Point) and Internet;

  • Ability to coordinate administrative activities;

  • Excellent verbal and written communication skills;

  • Strong organizational and time-management skills;

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality;

  • Teamwork oriented but with a capacity to work independently;

  • Work experience in the region is an asset.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English & Tetun is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
