Job Overview/Summary:
- The Senior Finance officer (Myitkyina Field Office) is responsible for ensuring that the day- to- day accounting operations and financial management functions at the Field office are performed in accordance with IRC and Country Office policy and procedures. Serve as a technical resource person for the accounting department in the field office. Specific responsibilities within each functional area are as follows.
Main Responsibilities
Cash/Bank Payment Processing
- Supervise the processing of Cash /Bank payment transactions.
- Review and ensure internal control procedures are followed for all cash disbursements, receipts and transfers.
- Supervise and lead weekly and monthly cash counts with the Finance Officer, ensuring that actual expenses match system cash and bank balances and overseeing the submission of cash count reports to the Yangon Office.
- Supervise the monthly payment processing for national staff payroll. Ensure timely payment with standard financial controls. Coordinate with Yangon Finance and HR department for any issues related to monthly field office payroll processing.
- Supervise (Finance Officer) to notify the payment transfer and collect the receipt from vendor.
Administrative & Accounting
- Supervise and manage all aspects of day-to-day operations of the accounting department.
- Review, verify and validate all payment documents and transactions for accuracy, completeness, and compliance with IRC and donor policies and procedures before posting to the Integra system.
- Take the lead in implementing finance policies, procedures, and systems in the field office, ensuring full compliance with IRC and donor procedures and guidelines
- Supervise and perform all non-PO invoiced process of Myitkyina Office.
- Prepared and posted general journal process of Myitkyina Office.
- Daily manage Account Payable Portal to check invoice sent by vendors and to do entry in Integra system after communicating with Supply Chain
- Performing all PO invoiced process of Myitkyina office after receiving invoice sent by vendors.
- Monitor and perform all Myitkyina office transactions, immediately reversing any incorrect entries to avoid inaccurate financial reporting.
Cash Forecasting
- Check and review monthly cash forecast to monitor cash usage of Myitkyina Office and inform the field Coordinator about unusual activity.
- Work with the field program/operations staff to help them develop accurate cash forecast and expenditure tracking mechanism.
Procurement Accounting
- Participate in and review the bid analysis process for the Myitkyina office together with the procurement committee, providing necessary actions and finance-related inputs.
- Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments within limits.
- In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered but not captured in financial reports,
- Participate and review the monthly/Annual inventory physical checks.
Document Archiving and Audit documents preparation
- Check and supervise supporting documents archiving folder to save with corrected reference number for Myitkyina office readiness for audit purposes.
- Prepare and assist the Senior Field Finance Officer and Manager in the audit document preparation process.
Budgeting & Reporting
- Assist Field Coordinator or field Manager in preparing field office grant spending plan with inputs from program and operation staff.
- Participate and provide technical support in grant opening/closing and review meetings.
- Produce field office related reports from Power Bi.
Staff Training and Support
- Conduct regular training to program and operations staff on IRC accounting procedures and policy requirements, donor regulations.
- Acts as the primary liaison for the field office staff on finance policy or procedure matters.
- Identify weakness in systems or financial problems being encountered by the field staff and recommend corrective actions.
Key Working Relationships
- Position Reports to: Field Coordinator
- Position directly supervises: Finance Officer
- Indirect Reporting: Sr. Finance Coordinator (Yangon)
Other Internal and/or external contacts
- Internal: IRC’s Program, Program Coordinators and other key Program & Support unit staff
- External: Banks, local government office, Tax authorities etc.
What should you have?
Education
- Bachelor’s degree in Commerce (B. Com) or LCCI level III diploma or equivalent professional experience
Experiences
- Minimum three years of Sr. Finance Officer experience in the NGO environment and/or audit sector and accounting experience or strong knowledge of basic accounting principles.
- Experience in Enterprise Resource Planning (ERP).
