Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) serves as the designated focal point within the United Nations system for coordinating efforts to reduce disasters and fostering synergies among UN disaster reduction activities, regional organizations, and activities in both developed and developing countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has a team of over 160 staff members based at its headquarters in Geneva, Switzerland, and across regional offices. The office guides, monitors, analyzes, and reports on progress in implementing the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national efforts to implement the Framework, catalyzing actions and raising global awareness to reduce disaster risk through collaboration with UN Member States and a broad range of partners, including civil society, the private sector, parliamentarians, and the science and technology community. UNDRR supports countries and communities in reducing disaster risk and building resilience by strengthening disaster risk governance, delivering capacity building, and promoting the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, including through technical assistance, policy support, and the integration of risk-informed financing into national and local decision-making. The Government of Brazil, through the National Secretariat for Protection and Civil Defense (SEDEC), is strengthening institutional capacities for disaster risk reduction, with a focus on implementing and advancing the National Protection and Civil Defense Plan 2024–2034. These efforts include strengthening governance arrangements, improving and updating existing legal and financial frameworks, enhancing disaster risk analysis capacities, and establishing governance mechanisms for resilient infrastructure and post-disaster recovery. In this context, UNDRR is supporting SEDEC through technical assistance focusing on strengthening legal alignment with the Sendai Framework, its Midterm Review of the Sendai Framework (MTRSF), and the Sendai Gender Action Plan. Duties and Responsibilities The consultant will be home-based and will be under the overall supervision of the Deputy Chief of the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for the Americas and the Caribbean (ROAC), with the support of the National Officer for Brazil, and in close coordination with the National Secretariat for Protection and Civil Defense (Secretaria Nacional de Proteção e Defesa Civil – SEDEC), the consultant will provide technical analysis to strengthen the national legal and financial framework for disaster risk reduction. The consultant will carry out the following duties and responsibilities: 1. Analysis of existing legal, regulatory, and policy instruments (a) Review existing national laws, regulations, policies, and normative instruments related to disaster risk reduction, civil protection, and disaster management. (b) Identify gaps, inconsistencies, and areas requiring updating or improvement to ensure coherence across the national disaster risk management framework. (c) Analyze the alignment of existing instruments with the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework), its Midterm Review (MTRSF), and the Gender Action Plan to Support the Implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030. 2. Assessment of financial instruments and mechanisms (a) Review existing financial instruments, funding mechanisms, and budgetary arrangements related to anticipatory finance. (b) Identify opportunities to strengthen the integration of anticipatory finance considerations into existing financial, investment, and budgetary frameworks, in line with international commitments and national policies. 3. Development of technical recommendations (a) Develop technical recommendations to strengthen and update national legal and regulatory instruments related to disaster risk reduction, based on the findings of the analysis. (b) Elaborate recommendations to improve the coherence and effectiveness of financial instruments supporting disaster risk reduction, in line with international frameworks and national priorities. (c) Ensure that recommendations are practical, implementable, and responsive to the institutional context of SEDEC. 4. Cross-cutting considerations (a) Ensure that all analyses and recommendations adopt a gender-responsive and inclusive approach, in line with the Gender Action Plan to Support the Implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030. (b) Provide technical inputs and clarifications to UNDRR and SEDEC, as required, to support internal discussions and validation processes related to the proposed recommendations.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in law, public policy, economics, development studies, social sciences, disaster risk reduction, climate change, environment or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven (7) years of professional experience in policy analysis, legal and regulatory frameworks, public policy, disaster risk reduction, climate change adaptation, sustainable economic development or related areas is required. Experience providing technical or policy advice to government institutions at national or subnational level is required. Working experience in Brazil on disaster risk reduction is required Relevant professional experience in the Latin America and the Caribbean region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English and Portuguese is required for this consultancy. Knowledge of Spanish is desirable.
