Context

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system.

In Tunisia, a Host Country Agreement to establish an office of UN-Habitat in Tunisia was signed on 16 May 2017 between UN-Habitat and the Government of Tunisia. UN-Habitat has in 2018 supported the municipality of Djerba Midoun in transforming an open Municipal land, that used to be a spot for juvenile delinquency and a waste deposit into a safe public space with recreational and meeting facilities that will enhance community cohesion, promote social interaction and inclusion as well as the well-being of the residents of the targeted area. UN-Habitat is also supporting the Tunisian Government with the development of a National Urban Policy, a common vision guiding the sustainable growth and management of cities and promoting productive, inclusive and resilient urban development for the long term.

In March 2026, UN-Habitat will launch a new project funded by the Government of Japan, titled “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste.” The project aims to promote sustainable and inclusive local development in Sejnane by improving access to clean water, strengthening sanitation systems, and enhancing solid waste practices through active collaboration between the municipality and its inhabitants. Specifically, the project intends to collaborate with the Japanese private sector to introduce Johkasou System for sustainable and decentralized wastewater treatment; Eco-San Toilets to close the loop on waterless sanitation; and Rainwater Harvesting Systems for sustainable clean water management.

Task description

Within the delegated authority and under the supervision of Head of UN-Habitat Tunisia Office, and/or his/her designate, the Programme Officer will be responsible for the following duties:

• Provide technical support for planning, management and implementation of a project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” funded by the Government of Japan.
• Ensure timely coordination with the Embassy of Japan in Tunisia, JICA Tunisia, potential suppliers of the required equipment, government counterparts, communities and other counterparts/stakeholders.
• Monitor the project expenditure in liaison with UN-Habitat’s operations team.
• Plan and conduct field missions as required to monitor the progress of the activities and liaise with the government counterparts as well as beneficiary community members and ensure successful installation of equipment procured.
• Support drafting of monitoring reports, progress reports, project final report, press releases and any other documents related to the project.
• Support development of project proposals for the new phases/new projects.
• Plan and implement communications and donor visibility activities in line with the donor requirements and guidance, in coordination with the Embassy of Japan in Tunisia and UN-Habitat Regional Office for Arab States.
• Perform other duties as required.
