Your team

Within the The Directorate Maastricht Upper Area Control Centre, the Operations Division (OPS) is responsible for managing the provision of air traffic services to civil and military airspace users, operational concept development and airspace design. It is also responsible for advising the Director MUAC on military ATM matters and civil-military coordination, and for managing the training of operational and Air Traffic Services Electronics Personnel.

Your role

Your role will be to:

  • Provide expertise and guidance by conducting analyses, impact assessments, studies and projects with focus on human factors, as support to ATM training.
  • Conduct human factors analysis (HFA), design and validate solutions / improvements and conduct post-implementation analysis, including follow-up, corrections, complaints and lessons learned.
  • Conduct studies to develop, validate and implement improved methods and methodology for assessment of human factors impact (e.g. Human Machine Interaction, ergonomics, rostering, staffing) and further develop procedures, methods and tools to enhance existing practices.
  • Develop the content of training programs and deliver courses providing internal and external (other ANSP’s) guidance and support related to human factors.
  • Collaborate with internal and external partners (local, national and international level) and coordinate working groups with a focus on human factors development, implementation and regulations to develop methods, tools and products, in accordance with legal provisions.
  • Produce reports, technical documentation and presentations to increase awareness on human factors.
  • Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organizational knowledge.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completion of third level studies (ergonomics, psychology, etc.), meeting European Qualifications Framework (EQF) level 7 followed by at least three years relevant professional experience to perform the advertised responsibilities; OR
  • Completion of third level studies (ergonomics, psychology, etc.), meeting European Qualifications Framework (EQF) level 6 followed by at least four years relevant professional experience to perform the advertised responsibilities.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in human factors concepts, tools and methods
  • Experience in conducting studies, design and implementation of solutions and post-implementation analysis
  • Experience in designing and delivering training tailored to diverse audiences.
  • Project management and stakeholder management skills.

The following competencies would be considered an asset:

  • First experience working in an Air Traffic Management (ATM) environment.
  • Experience in human factors applied in aviation.
  • Knowledge of human factors relevant EU/EASA regulations and/or SESAR developments.
  • Certification theoretical training instructor.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 (oral/written).
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed.   • The selected candidate will be appointed for a period of 5 Year(s)in accordance with the Staff Regulations governing officials at EUROCONTROL. Internal staff with an undetermined appointment will keep their current type of appointment duration.
  • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
  • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates: This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the selected candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities. 
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. 
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
