Organizational Context and Scope

Since 2006, IOM has been the primary intergovernmental organization dedicated to migration in the country. It operates from offices in Beirut, North Lebanon (Tripoli), the Beqaa Valley (Chtoura), the South (Tyre), and Mount Lebanon. IOM in Lebanon has a strong record in providing humanitarian assistance to populations affected by crises, while collaborating with government counterparts to support long-term recovery efforts and enhance migration governance in the country.  
Lebanon’s crisis has led to a sharp rise in poverty and the collapse of basic services, disproportionately impacting vulnerable groups such as refugees, IDPs, and migrants as well as disadvantaged Lebanese citizen. In this context, there is a pressing need to work across the humanitarian, development, and peace nexus, providing preparedness and emergency response capacities, including cash based assistance for sudden on-set crises while improving the livelihoods of vulnerable populations to promote economic resilience while ensuring that the activity appropriately matches skilled labour supply with the existing and urgent demand for skilled workers in Lebanon and abroad, and foster community stability to facilitate an enabling environment supporting the revitalization of local economies in areas prone to inter- and intra-communal tensions, internal displacement, and irregular migration.

Under the overall supervision of the ERR senior programme manager and the direct supervision of the ERR Programme Officer, the successful candidate will be supporting the implementation of ERR programme activities in Lebanon.
 

Responsibilities

  1. Assist in the implementation and monitoring of project activities. 

  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions; 
  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  9. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  10. Provides guidance/training to new/junior staff. 
  11. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

Skills

  • Knowledge of the fundaments of Cash Based Interventions;

  • Familiar with innovative systems used in humanitarian sectors;

  • Ability to communicate effectively with vendors and beneficiaries;

  • Strong knowledge of Accountability to Affected Populations tools and methodologies; 

  • Computer literacy, including in Microsoft Office Word, Excel, PowerPoint as well as KoBo Toolbox and report writing;

  • Strong interpersonal and communications skills;

  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Arabic is required (oral and written).  Desirable working knowledge in French

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
