What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Health Field Office (HFO) is responsible in close collaboration and coordination with the Beirut and Tyre file holders, to oversee, implement, run and monitor the health programs, with a particular focus on the Primary Health Care (PHC), the hospital support program, as well as the Emergency Preparedness and Response, according to the objectives set out in the delegation’s annual Planning for Results in TYR SubDelegation (SD).

The HFO is the interface with communities, and internal and external stakeholders on health-related issues in the SubDelegation (SD). The HFO should be the reference person for the overall situation of health for the population in TYR SubDelegation (SD).

Applicants must be legally eligible to work in Lebanon.

Accountabilities & functional responsibilities

General Health and Program Responsibilities:

  • Assesses, identifies and prioritises the health needs of the population affected by conflict in TYR Area of Responsibility (AoR).
  • Implements the health programs (Assessment, planning, monitoring and evaluation) in TYR AoR. Has prime responsibility for the implementation and follow up of the PHC/Hospital Program in TYR AoR.  
  • Liaises with the ICRC Hospital team to establish where needed, and maintain where present, functional referral pathways.
  • Ensures safe access to and the continuum of care for targeted populations.
  • Maintains networks and mapping of key local stakeholders to ensure the efficient implementation of Health programmes.

Administration, reporting and communications:

  • Ensures key program, context and technical information is shared promptly.
  • Translates documents from English to Arabic according to needs.
  • Ensures necessary administrative work is completed in a timely manner.
  • Is responsible for the collection, monitoring and follow up of data and related reimbursement in health projects (PHC/Hospital).

Emergency Response:

  • In the case of a sudden onset emergency, s/he is responsible for conducting a rapid health assessment.
  • Is responsible for facilitating, in close coordination with relevant team members, any emergency health response, ensuring a coherent approach within health programs and collaborating with other departments. 

Certifications / Education required

  • Bachelors degree in Medicine, nursing or similar field.
  • Valid license to practice in Lebanon

Professional experience required

  • 3-5 years of professional experience in similar field with at least 2 years of clinical experience, and a minimum 2 years in humanitarian sector.

What we offer

  • Salary Package: 2’041 – 2’981 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • Transportation Allowance: 13$ per day.
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Salary Review/Increase: annually
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: Full insurance coverage (no co-NSSF) - 90% of premium fees under the class B covered by the ICRC; option for class upgrade is available with extra charges. Coverings include: In-Patient: including pre-existing cases / Out-Patients: Doctor Visits, Medicines, Laboratory tests, Therapeutical services (Physiotherapy, Psychotherapy sessions)
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, Eyeglasses Reimbursement, Learning and career development opportunities, Internal mobility opportunities leading to expatriate roles.

  • Location: TYR
  • Working Schedule: Monday to Friday, from 8am to 5pm.
  • Type of contract: Fixed Term, until December 31, 2026 (Renewable based on performance and need for position).
