Job Overview / Summary
Under the direct supervision of the Environmental Health and Climate Change Coordinator, the Program Manager (Environment and Climate Health) will be responsible for the overall management, coordination, technical oversight, and reporting of IRC-supported environment, DRR, climate health, and WASH interventions in Khyber Pakhtunkhwa.
The position will ensure effective partnership management, compliance with donor requirements, application of the IRC Environment and Climate Health Framework, and adherence to applicable national and provincial environmental/climate regulations. The Program Manager will provide programmatic/technical leadership to project teams and partners, ensuring that environmental and climate risks are appropriately assessed and mitigated, and that project implementation meets IRC standards of quality and accountability.
The role will also support the Coordinator in strategic planning, stakeholder engagement, and integration of environmental and climate health considerations across institutional infrastructure interventions, including WASH facilities in schools and health facilities, water supply systems etc.
Scope of Work
The Program Manager will be responsible for the management and implementation of Environment and Climate Health projects in Khyber Pakhtunkhwa. S/he will provide technical backstopping to project teams and partners and support the Coordinator – Environmental Health and Climate Change in effective and timely project delivery.
The position will ensure close coordination with implementing partners, relevant government departments, and other stakeholders at provincial and district levels to ensure all partners receive timely, high-quality technical guidance and programmatic support.
Key Responsibilities
1. Project Start-up and Planning
In close coordination with the Coordinator – Environmental Health and Climate Change, support project teams in developing detailed work plans, spending plans, procurement plans, and implementation schedules for projects in KP.
Lead and support project start-up activities, ensuring readiness of teams, systems, and partners.
Ensure all IRC and partner staff are fully oriented on project objectives, expected results, implementation approaches, and compliance requirements.
Facilitate and support inception phase activities, including project inception workshops, orientations, and partner briefings.
Ensure staff and partners receive appropriate technical training related to Environment, DRR, Climate Health, and WASH interventions.
2. Project Management and Implementation
Oversee and support effective field-level implementation of projects in coordination with IRC field teams and implementing partners, ensuring alignment with IRC strategies, standards, and donor requirements.
Provide continuous programmatic guidance and hands-on support to field staff and partners on Environment, DRR, Climate Health and WASH interventions.
Mentor IRC and partner teams in day-to-day project management, troubleshooting, and adaptive programming as required.
Provide technical oversight and support for procurement processes related to program implementation, ensuring appropriateness, quality, and compliance.
Ensure leadership and coordination across IRC sectors and partner organizations to promote integrated, multi-sectoral programming approaches.
Coordinate closely with the Coordinator – Environmental Health and Climate Change and the AMU/partnership department to ensure effective grant management, utilization of funds, and donor compliance.
Develop, maintain, and regularly update project management tools, including work plans, implementation trackers, procurement plans, and financial forecasts.
Ensure timely, efficient, and responsible use of project resources and budgets.
3. Monitoring, Evaluation, Accountability, and Reporting (MEAL)
Actively monitor contextual developments and program implementation challenges, keeping senior management informed of changes that may require programmatic adjustments.
Coordinate closely with the MEAL team to develop appropriate monitoring tools and ensure systematic collection of high-quality data.
Ensure monitoring and evaluation tools, including indicator tracking sheets, are developed and implemented in collaboration with the MEAL team and Coordinator.
Ensure regular review and analysis of activity, output, and outcome data to inform decision-making and improve program quality.
Participate in grant-related meetings, including start-up, mid-term reviews, and close-out meetings.
Support MEAL teams in addressing any data quality or implementation issues identified during monitoring activities.
Contribute to high-quality internal and donor reports in line with agreed reporting schedules (monthly, quarterly, and annual).
4. Representation, Coordination, and Partnerships
Develop and maintain strong working relationships with government counterparts, community leaders, NGOs, UN agencies, community-based organizations, and other stakeholders.
Strengthen collaboration with relevant government departments and actors to position IRC as a key partner in Environment, DRR, Climate Health, WASH, and Climate Adaptation/Resilience programming.
Represent IRC in relevant district-level coordination forums, technical working groups, UN-led coordination mechanisms, and meetings with government and non-government stakeholders.
Promote multi-sectoral coordination to enhance program effectiveness and avoid duplication.

Work Experience
Minimum 5 years of progressive experience in program management with international NGOs.
At least 3 years of experience managing multi-sectoral projects through both partner-led and direct implementation modalities.
Demonstrated experience in Environment, DRR, Climate Health, SBCC and WASH programming is strongly preferred.
Proven experience working with institutional donors and ensuring compliance with donor requirements.
Language Requirements
Fluency in spoken and written English and Urdu.
Knowledge of Pashto is a strong asset.
