Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) for IOM’s Coordination Office for the North Pacific, based in Pohnpei, Federated States of Micronesia (FSM), and under the direct supervision of the Head of Sub-Office in the Republic of Marshall Islands (RMI), the Project Officer (Community Resilience) will be responsible for supporting and coordinating the development, implementation, monitoring, and reporting of community resilience initiatives across RMI. The incumbent will also provide technical coordination for community development and resilience activities, including disaster risk readiness (DRR) strategies, emergency response contingency planning, post-disaster assessments, and ensuring the well-being of communities affected by natural hazards.

Responsibilities

  1. Coordinate the overall implementation of the community resilience projects, including the oversight of the project financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
  2. Supervise the staff assigned to the community resilience portfolio, as well as Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities.
  3. Monitor the progress of community resilience initiatives against strategic objectives and benchmarks, providing technical guidance and recommendations for improvements and corrective actions.
  4. Coordinate the incorporation of regular progress reporting requirements and evaluation strategies into assigned projects, in close coordination with Monitoring and Evaluation (M&E) Officer.
  5. Support the development of community resilience programme strategies by preparing technical inputs and analysis aligned with the overall mission priorities.
  6. Provide regular programmatic updates to the CoM and donors through weekly or bi-monthly briefings.
  7. Engage with relevant government stakeholders and maintain regular communication on project progress - particularly National Disaster Management Officer (NDMO) - to ensure project activities align with national plans and needs.
  8. Ensure the timely and quality preparation and submission of all project reports in accordance with IOM, donor, and stakeholder requirements, in coordination with the Program Support Unit (PSU).
  9. Draft or review capacity-building training manuals for beneficiaries to ensure alignment with project objectives.
  10. Collaborate closely with the Supply Chain Unit to ensure procurement processes are well-planned, timely, compliant with policies, and within project timelines.
  11. Coordinate closely with Communications Officer in drafting project stories and communication/visibility pieces in line with donor requirements.
  12. Identify priority areas for project development and contribute to the development of new community resilience projects by selecting and summarizing background information, assessing the local context and segments for new project proposals.
  13. Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; contribute and provide presentation of IOM community resilience activities.
  14. Coordinate with Resilience Unit team to support and complement emergency response efforts as needed. 
  15. Undertake duty travel as required to support coordination and monitoring activities for project implementation.
  16. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Science, Business Administration, Migration Studies, International Relations, Humanitarian Affairs, Development Studies, Law, Peace and Conflict Studies, Public Policy/Administration, or a related field with two years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in implementing and coordinating community resilience and disaster risk reduction projects;
  • Experience in programme development, monitoring, reporting and evaluation;
  • Experience working closely with government and community leaders; and,
  • Experience in organizing consultations, workshops and capacity building workshops with stakeholders.

Skills

  • Familiarity with project budget monitoring;
  • Proven understanding of emergency response and disaster risk reduction;
  • Knowledge of UN and bilateral donor programming;
  • Excellent communication in English, both written and verbal;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
  • Good supervision, coordination, and programme coordination/implementation skills; and,
  • Good knowledge of the United Nations (UN) System, Non-governmental Organizations (NGO) and other international organizations/institutions.

Languages

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Marshallese language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
