Context

Since 2006, IOM has been the primary intergovernmental organization dedicated to migration in the country. It operates from offices in Beirut, North Lebanon (Tripoli), the Beqaa Valley (Chtoura), the South (Tyre), and Mount Lebanon. IOM in Lebanon has a strong record in providing humanitarian assistance to populations affected by crises, while collaborating with government counterparts to support long-term recovery efforts and enhance migration governance in the country.  
Lebanon’s crisis has led to a sharp rise in poverty and the collapse of basic services, disproportionately impacting vulnerable groups such as refugees, IDPs, and migrants as well as disadvantaged Lebanese citizen. In this context, there is a pressing need to work across the humanitarian, development, and peace nexus, providing preparedness and emergency response capacities, including cash based assistance for sudden on-set crises while improving the livelihoods of vulnerable populations to promote economic resilience while ensuring that the activity appropriately matches skilled labour supply with the existing and urgent demand for skilled workers in Lebanon and abroad, and foster community stability to facilitate an enabling environment supporting the revitalization of local economies in areas prone to inter- and intra-communal tensions, internal displacement, and irregular migration.

Under the overall supervision of the ERR Senior Programme Manager in Lebanon and direct supervision of the ERR Programme Officer, the successful candidate will be responsible and accountable for the support in the implementation of community stabilisation projects under the Emergency Recovery & Resilience unit at IOM Lebanon.
 

Responsibilities

  1. Assist in the implementation and monitoring of project activities with focus on monitoring and evaluation. 
  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6.  Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions; 
  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.  
  9. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  10.  Provides guidance/training to new/junior staff. 
  11. Perform other related duties as assigned.

Qualifications

Education
  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
Skills
  • Solid understanding of monitoring and evaluation (M&E) frameworks, including results-based management (RBM), logical frameworks (logframes), and theory of change.
  • Experience in supporting the design and implementation of M&E systems for multi-sectoral projects, including livelihoods, community stabilization, and cash based initiatives.
  • Proficiency in data collection tools and methodologies, such as surveys, key informant interviews (KIIs), focus group discussions (FGDs), and participatory monitoring approaches.
  • Familiarity with data management and analysis tools (e.g., Excel, KoboToolbox, Power BI, SPSS, or similar platforms).
  • Ability to clean, verify, and analyze quantitative and qualitative data to support reporting, learning, and adaptive management.
  • Knowledge of IOM, UN, or donor M&E standards and practices, including experience contributing to donor reports, indicator tracking, and project evaluations.
  • Capacity to support field teams in implementing M&E activities, including training enumerators, monitoring implementation progress, and conducting post-activity assessments.
  • Experience in developing dashboards, infographics, and visual presentations of findings to communicate results effectively to diverse audiences.
  • Familiarity with accountability mechanisms, including complaints and feedback systems, and ability to integrate beneficiary feedback into program improvement.
  • Understanding of protection principles, confidentiality, and ethical data collection practices in humanitarian contexts.
  • Strong coordination and communication skills to liaise with program teams, partners, and stakeholders on M&E-related tasks.
  • Knowledge of IOM’s M&E systems, reporting requirements, and institutional tools is an advantage.
     
Languages
  • Fluency in English and French (oral and written).
  • Working knowledge of Arabic.
