What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Context
The GSS HR Shared Services (GSS HRSS) is a unit based in the Manila Shared Services Center (MSSC), operating under the Support and Digital Transformation (SDT) of the International Committee of the Red Cross (ICRC).GSS HRSS provides a wide range of HR services to support ICRC’s operations in deploying its workforce to the field & headquarters and in accompanying their administrative journey in the organization. It is comprised of different services for employees under Swiss contract, such as Deployment, Rewards, Payroll, Personal & Professional Information (PPI) administration, Staff Health Support Services (SHSS), and Offboarding. GSS HRSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to the employees under resident contracts for the administration of their International Retirement and Savings Plan (IRSP).
Purpose
The Remuneration Specialist provides support and administrative services which has a direct impact on the operational response of the organization.
Within the Deployment Service Group, the Remuneration Specialist is responsible in setting the (re)hiring salaries in adherence to the existing compensation policies, including adjustments to calculations related to modifications in position grading, hardship categories, or cost-of-living allowances during the assignment, including mobility allowances, of HQ and field mobile employees. To this end, they are responsible in coordinating with all other actors involved in the deployment process.
They ensure consistency of their service delivery in line with the defined service level agreement and in accordance with ICRC policies and Swiss Labour laws.
Accountabilities & functional responsibilities
Operational Support
- Supports the Team Leader in daily operations through case management and provides expertise in resolving issues that require further assessment against established processes and policies
- Supports the Team Leader in projects by contributing to impact analysis of changes on procedures and current ways of working
- In charge of coordinating the remuneration-related concerns and activities of deployment with all stakeholders involved (Talent Manager, HR Manager, Payroll, Employees)
- Analyse and provide suggestions, feedback, and best practices to the Centre of Expertise for Rewards
- Identifies and utilizes appropriate escalation and communication channels while independently collaborating with Subject-Matter Experts
- Takes charge of the workload distribution
Deployment Management
- Collects required information in order to determine the total salary package (e.g. position id, employee job and compensation history) and enters the information in the HRIS tool (job requisitions) for every new assignment and extension of HQ and Field mobile employee in compliance with applicable policies
- Calculates (re)hiring salaries for Field mobile employee and sends them to the Talent Managers based on the information shared by the recruitment team and Talent Managers
- For HQ Assignments, calculates rehiring salaries for HQ mobile employee and sends offer letters to the employees based on the information shared by the HR Managers
- Informs the Field mobile employee of their options on how to take their hardship incentive
- Enters data in the HRIS tool (SuccessFactors) and ensure replication in the payroll software (Strategic) relating to salaries and allowances
- Ensures annual salary reviews are applied for HQ and Field mobile employee in compliance with applicable policies
- Ensures that changes in position grading, hardship categories, and cost-of-living rate are reflected in the salaries of HQ and Field mobile employee based in compliance with applicable policies
- Perform peer-to-peer validation of all remuneration-related activities
Additional Duties

Responds to complex questions received from employees and other HR functions about travel, visa, medical, including luggage and freight entitlements, in consultation with various Subject-Matter-Experts

Desired profile and skills
- Understanding of Compensation and Benefits

Certifications / Education required
- University Degree in Human Resource Management, Administration, Information Systems or equivalent
- Good command of English.
- French language skills an asset.
- Computer proficiency, including Microsoft Excel and working knowledge of HR information systems
Professional experience required
- Typically 3-5 years' professional experience.
- Minimum three years’ experience in a shared services environment.
- Proven experience in HR administration, mainly in tasks related to their function.
- Knowledge of and experience in HR services, including workflows, processes and key performance indicators.
