Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 634,059. (MDL)  yearly.

Introduction

The position is located in Chisinau, Moldova, under the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO Decent Work Agenda in 19 countries of Central and Eastern Europe (for more see www.ilo.org/budapest).

The "Inclusive and Productive Employment in Moldova – Phase II" project financed by Switzerland supports the implementation of Moldova’s Decent Work Country Programme 2025-28. Its objective is to promote the creation of decent work for all in Moldova. This 48-month project addresses multifaceted challenges, including low labour force participation, persistent gender disparities, and high levels of employment in the informal economy. The project therefore takes an integrated approach to respond to these challenges, cutting across several technical areas: employment, enterprise development, transition to formality and social dialogue.  

Working closely with the Ministry of Labour and Social Protection, the National Employment Agency (NEA) and social partners, the project operates at the macro, meso and micro levels. At macro level. it supports the revision of the legal frameworks and the design of policies, including a new National Employment Programme and a gender-transformative National Formalization Strategy. At the meso level, it strengthens institutional capacities and facilitates sector-specific solutions. At the micro level, the project enhances productive employment through the effective decentralized implementation of the National Employment Programme via Local Employment Partnerships (LEPs) and the institutionalisation of the Sustaining Competitive and Responsible Enterprises Programme (SCORE) for enhanced productivity and working conditions in SMEs.

In line with ILO and project financial and operational procedures, the National Project Officer will support the design and review of work plans and budgets, as well as project monitoring and reporting. The incumbent will also assist the Project Technical Officer in following up on
 technical activities and preparing project-related events.

Reporting lines

The National Project Officer will work under the direct supervision of the Project Technical Officer and will receive additional technical guidance and support from, and collaborate closely with, the relevant technical specialists based in Budapest.
The National Project Officer will also work in close collaboration with the ILO National Coordinator for Moldova, as well as with the National Project Coordinators of other ILO development cooperation projects in the country.

Description of Duties

1.Work in close collaboration with the Project Technical Officer to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
2.Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities. 
3.Under the supervision of the Project Technical Officer, follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets. 
4.Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions. 
5.Assist in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Upon request of the Project Technical Officer, speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
6.Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials. 
7.Participate in the preparation of background information, periodic progress reports and statistical data on status of the overall activities of the Project. 
8.Perform other duties as may be assigned by the Country Director.

Required qualifications

Education

First level university degree in law, economics, public policies, development studies or a relevant field. 

Experience

At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

Technical requirements: Good knowledge of world of work issues and the linkages with economic development. Knowledge of the policy making process.

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

Competencies

•Knowledge of project administration, and monitoring and evaluation concepts and procedures, and of the mandate, legal framework and structure of labour market institutions in Moldova.
•Good knowledge of the context and challenges for the project areas of expertise.
•Good analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
•Good ability to interpret project information and to identify and analyze problems with implementation
•Ability to communicate effectively both orally and in writing. Ability to clarify information
•Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
•Ability to work independently, quickly, precisely, and take initiative and responsibility.
•Ability to work under pressure and to meet the deadline.
•Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications. 
•Ability to deal with people with tact and diplomacy.
•Gender-sensitive behaviour and attitudes are also required.
