ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability.  The mission UNIDO, as described in the Lima Declarationadopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declarationadopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial developmentin Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.

The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide. The Directorate manages the functions of the Ethics and Accountability Unit (COR/EAU), the Risk Management and Compliance Unit (COR/RCU), the Divisions of Financial Resource Management (COR/FIN) and Human Resources Management (COR/HRM), as well as the following Services: Procurement Services (COR/PRO); Digitalization, Innovation and TC Optimization Services (COR/DIT); Facility Management Services (COR/BMS); and Asset Management and Logistics Services (COR/AML). The Directorate also manages personnel security and safety matters. The Directorate ensures close coordination and collaboration among the Divisions as well as with relevant organizational entities in all Directorates across the Organization.

The position is located in the Office of the Managing Director of the Directorate of Corporate Services and Operations (COR/OMD).  

The Managing Director of the Directorate of Corporate Services and Operations (COR) is the UNIDO Senior Security Manager who oversees and coordinates UNIDO’s responses to all incidences in the field of safety and security. The Senior Security Manager provides the Director General with information and advice on security issues; mainstreams the safety and security of staff at all levels of UNIDO’s activities; promotes security management as an integral and enabling part of policy, planning, operation and administration of UNIDO’s programmes and activities; encourages compliance with UN security policies, rules and procedures; and promotes a security culture in UNIDO. The Senior Security Manager will be supported  by the Security Management and Business Continuity Advisor/Officer  - Head Security Management & Business Continuity   is responsible for the review, development and implementation of relevant policies, guidelines and SOPs to ensure an effective framework of security management and business continuity at UNIDO.

The Security Management & Business Continuity Adviser works under the direct supervision and guidance of the Managing Director of the Directorate of Corporate Services and Operations in his/her capacity as the UNIDO Senior Security Manager.

At the P4 level, the incumbent is expected to deliver (a) work that is innovative and original; (b) in creating an enabling environment which expands across functions and sectors; (c) in building partnerships which result in advocating and championing UNIDO’s programmes and (d) in achieving results within Programme teams. The measure of success is systemic and catalytic delivery of results.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Responsibilities

The Security Management and Business Continuity Adviser is responsible for the review, development and implementation of relevant policies, guidelines and SOPs to ensure an effective framework of security management and business continuity at UNIDO and serves as the primary contact point for managers and personnel regarding safety and security and business continuity matters.   She/He advises management security and business continuity matters, establishes and maintains a network of UNDSS counterparts as regards UNIDO’s field structure and is UNIDO’s operational liaison in the UN Inter-Agency Security Management Network, and the UN Organizational Resilience Management System (ORMS).

The Security Management and Business Continuity Adviser is a subject matter expert with key responsibilities as set out below:

Security Management

  • Review/Develop policies, guidelines and SOPs related to security management, to ensure UNIDO’s framework of security management is comprehensive, based on best practice and suited to UNIDO’s specific security management needs.
  • In consultation with relevant UNIDO offices, and in liaison with UNDSS counterparts as necessary, review/develop and implement security protocols and procedures for UNIDO’s field offices, consistent with UNSMS policies and frameworks, serve as the primary contact point for UNIDO field offices on security management matters.
  • Act as the primary point of contact for UNIDO Senior Managers in HQ and across UNIDO’s network of Field offices, to provide expert security and safety advice and guidance.
  • Assesses prevailing security conditions, identifying security trends and advising on potential security concerns affecting UNIDO personnel, assets and activities.
  • Perform security risk assessments, based on established UNSMS standards to ensure optimal security measures are in place for UNIDO personnel, assets and operations.
  • Support responses to critical security incidents and emergencies by providing real-time advice and coordinating actions as required, conduct lesson learned exercises following security management incidents and make recommendations as appropriate.
  • Coordinate dissemination of security information to relevant UNIDO offices, considering levels of confidentiality and sensitivity to enhance operational security.
  • Serves as a UNIDO representative on the UNOV UNSSS security management groups/tasks forces and the UN Inter Agency Security Management Network (IASMN) Maintains continuing lines of communication with relevant security focal points and representatives of other UN agencies and other partners.
  • Serve as an advocate for security management, including through promoting a culture of security awareness and risk mitigation; oversee security and compliance training programs to enhance personnel awareness.
  • Provide expert advice on the procurement of equipment for security and business continuity (vehicles, physical security, communications equipment etc.).

Business Continuity Management

  • Lead the development, implementation, and ongoing maintenance of UNIDO Business Continuity Management (BCM) policies and operational plans.
  • Oversee the availability of emergency communications systems and ensure that appropriate security equipment (e.g., vehicles, telecommunications, PPE) is available and fit for purpose in all UNIDO locations.
  • In collaboration with the Digital and Information technology Division, assess needs and provide recommendations on business continuity applications.
  • Implement organizational plans and ensure all required personnel are trained to respond to the required duties for activation.
  • Act as UNIDO’s focal point for business continuity management, serves as UNIDO’s primary focal point for the UN Organizational Resilience Management System.
  • Perform other related duties and assignments as required by the Managing Director of the Directorate of Corporate Services and Operations in his/her capacity as the UNIDO Senior Security Manager.

Organizational requirements and desirable criteria

Education:

Advanced university level degree (master’s or equivalent) in security, security management, management, business management/administration, programme management, or a field of direct relevance to the position, is required. UNSMS Security Professional Certification (SCP) is required. Certification in Business Continuity is desirable.

Experience:

  • A minimum of seven (7) years of progressively responsible working experience in security management and business continuity in a UN or comparable international organization is required.
  • Demonstrated experience at the professional level in the UN Security Management System or a comparable system is required. 
  • Demonstrated experience in Business Continuity and Organizational Resilience is required.
  • Demonstrated experience in producing Standard Operational Procedures/Security Risk Assessments/Security Plans in accordance with UNSMS methodology is required.

Languages:  

Fluency in written and spoken English is required.  Fluency in or working knowledge of other official language(s) of the United Nations, is desirable.
