Officer - Finance & Administration
ICRISAT seeks applications from dynamic and motivated Indian nationals for the post of Officer - Finance & Administration. The incumbent will provide efficient and effective financial and administrative support to the office as well as the other national and international staff. This is a nationally recruited position for Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT), New Delhi.
ICRISAT is a non-profit, non-political organization that conducts agricultural research for development in Asia and sub-Saharan Africa with a wide array of partners throughout the world. Covering 6.5 million square kilometers of land in 55 countries, the semi- arid or dryland tropics has over 2 billion people and 644 million of these are the poorest of the poor. ICRISAT and its partners help empower these disadvantaged populations to overcome poverty, hunger and a degraded environment through better agricultural production systems.
ICRISAT is headquartered at Patancheru near Hyderabad, India, with two regional hubs and eight country offices in sub-Saharan Africa. ICRISAT envisions a prosperous, food-secure and resilient dryland tropics. Its mission is to reduce poverty, hunger, malnutrition and environmental degradation in the dryland tropics. ICRISAT conducts research on its mandate crops of chickpea, pigeonpea, groundnut, sorghum, pearl millet and finger millet in the arid and semi-arid tropics. The Institute focuses its work on the drylands and in protecting the environment. Tropical dryland areas are usually seen as resource-poor and perennially beset by shocks such as drought, thereby trapping dryland communities in poverty and hunger and making them dependent on external aid. Duties and Responsibilities:
Finance:
Plan, organize, and execute financial tasks of the office.
Facilitate and process general accounting and financial transactions of India office.
Monitor the day-to-day financial operations, ensuring compliance with policies and guidelines.
Monitor and execute the operations budget, ensuring utilization vis-a-vis approved budget.
Process timely payments of the India office. Process invoices, expense forms, and requests for payments accurately and timely, ensuring compliance with policies and guidelines.
Process all payments in compliance with the statutory deductions as applicable by government of India directives.
Prepare Fund Requests for remittance from HQ for Project and Operational needs based on detailed requirements of Projects and office operations.
Ensure that all accounting records are properly documented with supporting documents, ensuring adherence to policies and guidelines.
Prepare Monthly Financial reports, bank reconciliation and cash verification statements.
Prepare and provide accurate financial information to different stakeholders inside and outside the organization.
Liaise for in country audits with the audit firm in India.
Liaise with HQ for internal and external audits, as the requirements may be.
Coordinate with local authorized bank for smooth coordination, update of records, submission of Financial Reports, Tax compliance.
Timely and effective coordination with the local bank complying with statutory requirements for office license. Coordinate license renewal when required.
Participates in the execution of changes to procedures, policies, and systems to facilitate adoption, and compliance.
Procurement, Travel, Safety Security:
Support the CoM in Procurement and Travel functions for the office.
Coordinate and ensure procurement of supplies, equipment and services including the monitoring and evaluation of vendor contracts.
Process all procurement requests through Agresso, ensuring that the procurement of goods/services are backed by essential supporting complying with the policy and country guidelines.
Provide necessary support to staff for proper application and adherence to the policy.
Ensure support in compliance with travel procedures and troubleshooting where required.
Ensure data is always entered and fully saved in the Travel Tool system.
Safety Security focal point for India office.
Administration:
Coordinate facilities maintenance, building and security, transport services and related activities of India office.
Liaise with related service providers to ensure effective services.
Support in logistics arrangement for organizing and facilitating project events, including local and international meetings, training workshops and conferences.
Ensure physical assets are adequately maintained and insured, and inventory is conducted per the Policy.
Oversee provision of administrative and finance services to project outreach office as assigned (currently Bengaluru).
Coordination for the Vehicle movement, maintenance and related requirements of India office.
Provide administrative and secretarial support to the Country Representative and Country Office Manager.
Other duties as required by the Country Representative and Manager.
Regularly review administrative processes and procedures to ensure services are delivered in the most efficient and effective manner, and in compliance with the organization’s policies and procedures.
IT:
IT Focal point for India office.
Requirements:
Master’s Degree in Accounting, Finance or any other related field with a minimum of 3 years of relevant experience, preferably in an international working environment.
Good computer skills, especially with Word, Excel, PowerPoint, Windows, and internet-based communications
Good command of the English language, both written and spoken is desirable.
Strong interpersonal, communications and teamwork skills; courtesy, tact and ability to establish and maintain effective working relationships with people of different cultural and national backgrounds.
Well-developed skills in personal organization, priority setting, problem solving, accuracy, and high attention to detail.
Ability to work with significant independence within assigned areas.
Dynamic and self-motivated character, willingness to upskill as required by the tasks to be performed.
General:
This is a contractual role for a period of 12 months (1 Year).
