Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of this role:
The Protection Officer - WPE, provides technical support to the WPE team in WGSS center Protection Officer-WPE to ensure that basic, essential support for vulnerable women and girls (including survivors of gender-based violence- GBV) is provided according to survivor-centred principles during the emergency interventions. They will ensure that all activities conducted as part of the WGSS centre and WPE Activity WPE activities follow the guiding principles and the survivor-cantered approach to adhere to standard methodologies. The Protection Officer-WPE will support the mainstreaming of these approaches throughout the wider Emergency Protection Response through close coordination with the IRC WPE TEAM in particular to ensure safe and quality referrals for GBV survivors to health services, also to the other service providers as well. They will receive on the job mentoring and training to fulfil their role and will be supervised by a WPE Senior Officer.

Major Responsibilities
- Promote and uphold a women-, girl-, and survivor-centered approach in all activities, ensuring adherence to GBV guiding principles (safety, confidentiality, respect, and non-discrimination).
- Plan and implement both structured prevention activities, including Girl Shine, EMAP, and Life Skills, as well as unstructured prevention activities within the Rohingya camps, ensuring community engagement and participation.
- Lead and support overall GBV prevention initiatives, focusing on raising awareness, behavior change, and risk mitigation among women, girls, and the broader community.
- Conduct needs assessments and regularly consults with women and girls to understand their priorities, interests, and concerns, and adapt activities to ensure they are culturally appropriate and responsive.
- Support the design, planning, and facilitation of training sessions, awareness campaigns, and group activities for women, girls, and community members.
- Engage with community leaders, parents, and other key stakeholders to promote supportive attitudes and reduce barriers to accessing services.
- Provide Psychosocial First Aid (PFA) and basic emotional support to individuals in a sensitive, respectful, and non-judgmental manner.
- Support the distribution of dignity kits and other program materials, ensuring appropriate messaging and collecting feedback from beneficiaries to improve service delivery.
- Maintain a strong understanding of GBV referral pathways and ensure safe, ethical, and confidential referrals to relevant services when needed.
- Work closely with health and other sector teams to ensure coordinated, safe, and confidential access to integrated services through established referral mechanisms.
- Apply child protection principles, including best interest assessment and determination, particularly for at-risk children and adolescent girls.
- Clearly communicate available services and support options to beneficiaries, ensuring informed decision-making and respect for their choices.
- Ensure proper documentation, reporting, and monitoring of prevention activities in line with organizational standards.
Outreach and Community Mobilization
- Build and maintain positive, respectful, and trusting relationships with women, girls, caregivers, and community members, while strictly upholding professional boundaries and humanitarian ethics.
- In collaboration with the Center team, plan and conduct community outreach and mobilization activities to strengthen community engagement and ownership of Women and Girls Safe Spaces (WGSS) and other program interventions.
- Implement both structured (e.g., Girl Shine, EMAP, Life Skills) and unstructured GBV prevention activities within the community, ensuring participation of women, girls, men, boys, and key community stakeholders.
- Raise awareness on GBV risks, prevention, and its health and social consequences, while promoting available services and encouraging safe access to support systems.

- Engage with community leaders, caregivers, and other influential groups to address harmful norms, reduce barriers, and create an enabling environment for women and girls to access services.
- Identify and document community needs, concerns, and barriers to accessing services, and share feedback with the program team to improve service delivery.
- Provide clear, accurate, and timely information to community members regarding available services, referral pathways, and material support, ensuring inclusivity and accessibility.

Knowledge, Skills & Competences:
- At least 2-3 years of experience needed in the field of Gender, GBV
- Ability to demonstrate a clear and genuine willingness to work and learn quickly and be committed to developing professionally in the field of GBV, in particular - supporting adolescent girls protection and empowerment – essential.
- Understanding of the impact and dynamics of men’s violence against women and girls, and a strong interest in working on adolescent girls’ protection and empowerment.
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Strong communication and facilitation skills
- Ability to keep records and write simple and basic reports of activities would be an added advantage.
- Excellent listening and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity
- Demonstrated commitment to girl’s empowerment and protection through current/ previous volunteer or paid work in girls’ clubs or other relevant experience is an added advantage
- Language spoken by population in need - essential; Good working knowledge of English – preferable, not essential
- Ability to maintain confidentiality and respect in Centers at all times is essential.
Language Preference:
- People who are familiar in local dialects and local language will get preference.
Specific Educational Qualification:
- Degree in psychology, gender or women’s studies, social work or other relevant/related studies, and /or professional experience in counselling and implementing activities for women and girls or proven engagement in women’s rights/groups – desirable, not essential.
