In 2022, against the backdrop of the upcoming International Migration Forum Review (IMRF) organized in the framework of the Global Compact for Safe, Orderly, and Regular Migration, the International Organization for Migration (IOM) partnered with the Government of Ireland and key participating states to co-host the inaugural Global Diaspora Summit (GDS). This summit, marking a significant milestone in diaspora engagement, culminated in the adoption of the Dublin Declaration, a comprehensive plan of action aiming to institutionalize and operationalize diaspora capitals across policies, programs, and partnerships within a coherent framework.
In 2024, IOM with the support of 33 Member States, launched the Global Diaspora Policy Alliance (GDPA) — a multistakeholder ecosystem uniting governments, diaspora organizations, and key partners to maximize diaspora engagement through a sectoral approach. The GDPA focuses on three priority areas through its Technical Working Groups (TWGs): health and well-being, gender and youth empowerment, and climate action. In line with the Dublin Declaration, the establishment of the GDPA in 2024 marks a pivotal recommendation and commitment from diverse stakeholders. The GDPA seeks to address urgent needs while providing a platform for governments, diasporas, and partners to cultivate an inclusive ecosystem of collaboration.
Throughout the years, IOM has been supporting the implementation of Dublin Declaration and the GDPA in partnership with leading governments, diaspora actors, among others. To enhance the resilience, autonomy, and scalability of diaspora engagement initiatives under the global frameworks, IOM is planning to partner with an international specialist to enhance the financial sustainability of diaspora engagement initiatives and the GDPA, laying the groundwork for a dynamic, self-reinforcing model that actively mobilizes support from private sector actors and influential diaspora individuals. By securing long-term financial commitments from diaspora individuals and private sector stakeholders, this will strengthen policy-driven, sustainable financing mechanisms that support key global development priorities, including health, climate action, and youth empowerment.
The Global Diaspora Team at IOM Headquarters aims to engage a qualified consultant to develop and implement a comprehensive, actionable, and results-driven fundraising roadmap that actively mobilizes support from private sector actors and influential diaspora individuals that contributes to the Dublin Declaration and GDPA frameworks.
The development and implementation of such roadmap will be guided by IOM’s Global Diaspora Engagement team at HQ. The consultant is therefore expected to work closely with relevant diaspora stakeholders and IOM experts.
The selected consultant will be under direct supervision of the Project Officer on Diaspora Engagement at IOM HQ. The selected consultant is also expected to work closely with IOM experts on diaspora engagement, fundraising, private sector engagement at country offices, Regional Offices and at HQ.

Responsibilities
The selected consultant is expected to have a solid expertise in private sector engagement and assists management, and fundraising to identify and mobilize diverse funding sources, and participate in both online and in-person outreach activities throughout the assignment, as necessary. The scope of work will be implemented under two complementary components, as outlined below.
Component 1: Donor Mapping and Partnership Analysis
- Conduct a market analysis to identify and map potential donors, including diaspora philanthropists, corporate partners, foundations, and impact investors, with relevance to the Dublin Declaration and GDPA thematic priorities.
- Develop detailed donor profiles and a partnership database summarizing key information, including institutional priorities, contact points, funding cycles, and potential entry points for collaboration.
Component 2: Fundraising Strategy Implementation and Outreach
- Design a comprehensive and actionable fundraising roadmap with clear milestones, outlining specific actions to secure funding for the continued implementation of the Dublin Declaration, GDPA Technical Working Group workplans, and the Global Diaspora Summit 2026.
- Develop tailored engagement strategies to align funding opportunities with the priorities of diaspora-led initiatives and the GDPA’s sectoral focus areas.
- Conduct targeted outreach activities jointly with IOM’s Global Diaspora Engagement Team, including email and phone outreach, bilateral meetings, and in-person engagements in key regional hubs with prospective partners.
- Establish and apply a monitoring framework to track progress, assess fundraising performance, and adjust strategies as needed throughout the assignment.
The consultant is expected to carry out the online and in-person outreaches outlined in the roadmap, jointly with the IOM Global Diaspora Engagement team. All related travel, accommodation, and subsistence costs for in-person outreach must be fully included in the financial proposal.
Throughout the assignment, regular communication with IOM Global Diaspora Engagement team on the progress of the deliverables, unexpected challenges are required.

Component 1: Donor Mapping and Partnership Analysis
- Deliverable 1: Inception Report and Workplan
An inception report detailing the methodology, workplan, timeline, coordination arrangements, and proposed sequencing of activities across both components, including initial stakeholder identification. - Deliverable 2: Global Donor Market Analysis
A comprehensive market analysis identifying and mapping potential donors, including diaspora philanthropists, corporate partners, foundations, and impact investors, with analysis of alignment with the Dublin Declaration, GDPA thematic priorities, and GDS 2026. - Deliverable 3: Donor Profiles and Partnership Database
A structured partnership database compiling detailed donor profiles, including priorities, contact points, funding cycles, geographic focus, and potential entry points for collaboration, designed for continued use by the IOM Global Diaspora Engagement Team.
Component 2: Fundraising Strategy Implementation and Outreach
- Deliverable 4: Fundraising Roadmap and Engagement Strategy
A comprehensive and actionable fundraising roadmap with clear milestones, targets, and responsibilities, outlining specific actions to mobilize resources for the continued implementation of the Dublin Declaration, GDPA Technical Working Group workplans, and the Global Diaspora Summit 2026. - Deliverable 5: Tailored Fundraising Tools and Outreach Implementation
Development of tailored fundraising and engagement materials (including concept notes, pitch decks, and briefing notes) and implementation of targeted outreach activities jointly with IOM’s Global Diaspora Engagement Team, including virtual and in-person meetings with prospective partners. - Deliverable 6: Monitoring Framework and Final Report
A monitoring framework to track outreach activities, donor engagement, and funds secured or in the pipeline, accompanied by a final report summarizing results achieved, partnerships developed, lessons learned, and recommendations to strengthen the long-term financial sustainability of the GDPA and future Global Diaspora Summits.
The duration of this assignment is 120 working days from 1 March – 30 August 2026. Tentative submission dates for each deliverable are as follows. The exact timeline will be agreed upon signing of the contract.

Qualifications
EDUCATION
- University degree in Finance Management, Communications, Public Policy, Migration Studies, International Development, Social Sciences, or a related field from an accredited academic institution; and,
- An advanced degree is an asset.
EXPERIENCE
- At least twenty years of professional experience in global wealth advisory, communications, finance, diaspora engagement, or stakeholder/community engagement;
- A track record of engaging affluent across key regions, as well as key actors in public, private, and philanthropic sectors; and,
- Demonstrated understanding of diaspora dynamics, public-private sector relations, or migration governance.
SKILLS
- Presence of a team in multiple regional hubs, e.g. Madrid, Barcelona, Miami, New York, is an advantage.
- Leadership role within prominent foundations is an asset.
- leadership positions in key financial institutions is an asset.
- Excellent skills in communication and public speaking is an asset.
REQUIRED
For this position, fluency in English is required (oral and written).
DESIRABLE
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
