Project Context and Scope
Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The consultancy will be carried out within the framework of the IOM project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia”, funded by the Immigration, Refugees and Citizenship department of Canada (IRCC) under the International Migration Capacity Building Program (IMCBP).
IOM will conduct a needs analysis of the capacity building system of the Migration Service Committee of the Ministry of Internal Affairs RK. Based on the findings of this analysis, IOM will then develop recommendations and support the government to implement these recommendations.
Immigration and Border Governance Unit
Responsibilities
Consultant will be responsible for delivering the following results and milestones:

1 | Development of needs analysis methodology, that includes collection tools (checklist, interview questions and others) to evaluate and collect relevant data on existing legal, administrative and technical aspects of the capacity of the Migration Service Committee MIA RK; work plan and explanatory notes as appropriate. |
2 | Participation, where relevant, in coordination meetings/exchanges with IOM Astana and Kazakhstan partners to finalize the needs assessment tools. |
3 | Conduct field visit(s) in Kazakhstan, including academic institutions of MIA RK coordinated with the authorities. |
4 | Provide a draft report on the needs analysis and recommendations. |
5 | Participate and facilitate meetings and consultations relevant to finalization of the Needs Analysis Report (online/offline). Incorporate the feedback into the final drafts as required. |
6 | Submission of the final Report on the Needs Analysis to IOM Astana. |

Qualifications
Required Qualifications and Experience
Education
Master’s degree (or equivalent advanced university degree) in in Social Sciences, Humanities, Development Studies, Security Studies and/or a related field from an accredited academic institution with 7 years of relevant professional experience; and/or
PhD in the above fields with five years of relevant professional experience.
Experience
Have proven experience in successfully conducting needs analysis, especially in the field of migration and border governance.
Have a thorough understanding of issues pertaining to migration governance in the Central Asian context.
Have strong analytical, verbal, and report writing skills in English.
Be willing to undertake in-country travels related to the assignment.
Experience in working with relevant governmental, non-governmental institutions and international organizations in the field of Immigration and Border Governance, especially in Kazakhstan or Central Asia, would be a distinct advantage.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
