Organizational Setting and Reporting Relationship

The position of Digital Transformation Officer is assigned to the Digital Sector Office (DIG) within the Sectors Department 2 (SD2) based at our Nepal Resident Mission (NRM).

You will report to designated International Staff in ADB Headquarters in Manila, Philippines and have matrix reporting line to Country Director, NRM.

Your Role

As a Digital Transformation Officer, you will provide technical, operational, and coordination support to the Digital Sector Office (DIG) in implementing ADB's digital transformation agenda. The role will focus on (i) supporting execution of ongoing digital operations and technical assistance in Cambodia, (ii) providing regional support across South Asia (SARD) on digital initiatives, and (iii) contributing to business development, pipeline expansion, and upstream digital engagement in collaboration with Resident Missions and headquarters.

You will help ensure that digital elements of sovereign projects, technical assistance, and regional initiatives are well-designed, timely, and effectively implemented. You will also support procurement processes, partnerships, knowledge work, and coordination with government agencies and development partners in Nepal and the broader region.


You will:

Support Execution of DIG's Ongoing and Planned Programs in Nepal:

  • Provide day-to-day operational support for digital components of ADB-financed projects and TAs in Nepal (e.g., cybersecurity, digital public infrastructure, digital governance, sector digitalization such as education, health, agriculture, transport).
  • Help monitor implementation progress, procurement, contract management, and coordination with implementing agencies and sector divisions.
  • Assist in preparing TORs, procurement packages, solution specifications, and evaluation reports for digital investments.
  • Identify implementation bottlenecks and propose corrective actions with DIG International Staff and NRM colleagues.
  • Contribute to missions (fact-finding, review, creation, midterm, and completion) as part of the digital technical team.

Regional Digital Support Across SARD

  • Provide cross-country operational support to DIG programs in Bangladesh, Bhutan, India, Cambodia, and Maldives, under management of DIG IS staff.
  • Support the preparation and execution of regional TAs related to digital public infrastructure, AI readiness, cross-border digital corridor work, digital skills, e-government modernization, and cybersecurity.
  • Support harmonization of regional digital priorities and ensure application of DIG guidance across countries.
  • Participate in regional digital missions, including scoping visits, consultations, and workshops.

Business Development and Upstream Country Engagement

  • Support DIG and NRM in identifying new digital transformation opportunities in Nepal and the region, including potential PBLs, sector programs, and regional projects.
  • Conduct background research, mapping of government digital strategies, stakeholder consultations, and assessments of gaps and opportunities.
  • Support pipeline planning and prepare inputs for project concept notes (PCNs), TA proposals, and strategic dialogue.
  • Contribute to donor coordination efforts, identifying trust fund and cofinancing opportunities for digital operations.

Stakeholder Coordination, Government Engagement & Partnerships

  • Serve as a liaison for DIG with Nepalese government counterparts, including ministries, regulators, digital agencies, and sector line ministries.
  • Support organization of consultations, workshops, trainings, and steering committee meetings.
  • Coordinate with development partners (WB, JICA, KOICA, USAID, UNDP, EU) and private-sector actors to align digital investments and identify partnership opportunities.

Knowledge Support and Sector Analytics

  • Help develop digital knowledge products, case studies, work relevant to Nepal and South Asia.
  • Contribute to digital maturity assessments, mapping exercises, and baseline studies to support ongoing and upcoming operations.
  • Help share DIG knowledge resources through regional events, publications, and RM-hosted engagements.
  • Track trends relevant to Nepal's digital transformation (e.g., DPI, cybersecurity, AI, and GovTech).

Internal Coordination and Reporting

  • Ensure coordination between DIG-HQ, NRM, sector divisions, and SARD management.
  • Prepare briefing notes, mission documents, talking points, and progress reports.
  • Maintain updated analytical inputs on Cambodia's digital sector that feed into CPS, pipeline planning, and regional strategy processes.

Qualifications

You will need:

  • A Bachelor's degree in Public Sector Management, Computer Science, Information Technology, or Development Studies, preferably with advanced training.
  • At least 8 years work experience, with at least 3 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, data governance, or related areas.
  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
  • Experience supporting project implementation, procurement, and contract management for digital systems in a government or development context.
  • Familiarity with digital sector challenges in Nepal and/or South Asia.
  • Experience assisting in the identification, processing, and implementation of public-sector projects and TAs.
  • Experience supporting regional workstreams and collaborate with multiple country teams.
  • Strong coordination skills, with experience working directly with government agencies.
  • Proficient in expressing ideas in both spoken and written formats in English.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This opening is a local staff position. It is open only to nationals and permanent residents of Nepal.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
