Project Context and Scope

The Government of Mauritius is determined to combat trafficking in persons in the Republic of Mauritius. In line with its commitment, the Government has undertaken a series of reforms to strengthen the national response to trafficking in persons (TIP), including the introduction of the Combating of Trafficking in Persons (Amendment) Bill in December 2023. This legislative amendment aims to consolidate and reinforce existing legal provisions, ensure more effective identification and prosecution of TIP cases, and enhance protection and support for victims. It also introduces stricter sentencing provisions, including the removal of eligibility for remission or parole for convicted offenders and the elimination of judicial discretion to impose prison terms of less than three years for TIP offences.

In parallel, the Government has intensified efforts to identify and investigate cases of human trafficking and forced labour, strengthened the capacity of law enforcement and judicial actors, and established a specialized Trafficking in Persons Unit within the police force. Despite these advancements, the Government of Mauritius recognizes that further efforts are required to build a comprehensive and coordinated response to TIP, particularly in the areas of victim identification, referral, case management, and prosecution.

It is against this background that IOM is supporting the Government of Mauritius through the implementation of the project “Enhance the 4Ps Approach to Counter Trafficking in Persons”, funded by the IOM Development Fund. The project aims to strengthen the pillars of Prevention, Protection, Prosecution, and Partnership.

The main objective of the project is to contribute to strengthened whole-of-government responses to prevent trafficking, protect victims and prosecute offenders through partnership efforts in the Republic of Mauritius. It endeavors to address the root causes of trafficking, provide support and protection to victims, ensure effective legal action against perpetrators, and foster collaboration among stakeholders. The project seeks to achieve one outcome: “A more integrated approach to identify, refer and protect victims of trafficking in persons (TIP) and to prosecute offenders is adopted in the Republic of Mauritius”.

In view of the above, IOM is seeking a consultant with expertise in counter-trafficking in persons to conduct a training needs assessment, as well as develop, implement and evaluate of a national capacity development programme on trafficking in persons. The consultant will be responsible for identifying capacity gaps among key stakeholders—including government institutions, private sector actors, and civil society organizations—in the areas of identification, referral, case management, investigation, and prosecution of TIP cases. The national TIP capacity development plan will be developed in a child- and gender-sensitive and inclusive manner, and its implementation will be initiated during the project period. The selected consultant will be required to operate both remotely and in person for the full duration of the assignment.

Responsibilities

Tasks to be performed under this contract

Purpose and scope of the Assignment

IOM will lead the project in collaboration with the Prime Minister’s Office (PMO), relevant government bodies, and key stakeholders in Mauritius. A consultative and inclusive approach will be adopted to assess the capacity-building needs of stakeholders involved in the identification, referral, case management, investigation, and prosecution of trafficking in persons (TIP) cases. These stakeholders include representatives from government institutions, the private sector, and civil society organizations.

The Training Needs Assessment (TNA) will serve as a foundation for the development of a three-year national TIP capacity development programme that is child- and gender-sensitive and inclusive. The plan should contain both generic/foundational training sessions related to the 4 Ps (Prevention, Protection, Prosecution, Partnership) and specific training targeting different segments of stakeholders to fill gaps identified in the TNA. The national TIP capacity development plan will be monitored and evaluated in collaboration with the PMO, with the aim of full ownership being transferred to the PMO for long-term sustainability. All training activities will include pre- and post-training assessments to evaluate their effectiveness, and existing IOM-developed screening tools will be promoted and integrated into the training sessions.

Under this assignment, the selected consultant is expected to:

  • Prepare an Inception Report to present the methodology, stakeholder mapping, timeline and data collection tools to undertake the assignment 

  • Present and discuss the key elements of the report at an Inception Meeting

  • Conduct a comprehensive desk review of the literature and legal regulatory framework with respect to counter-trafficking in the Republic of Mauritius

  • Carry out an assessment of training needs for different groups of stakeholders involved in the TIP response chain while considering previous training already implemented

  • Develop a national TIP training capacity development programme that is child- and gender-sensitive, in an inclusive manner and with specific training targets

  • Present, discuss and validate the draft TNA and Capacity Development Plan with key stakeholders

  • Support the implementation and evaluation of the counter-trafficking capacity development 

  • Prepare the capacity development reports, highlighting the changes that have occurred as a result of the training.

The assignment will be undertaken under the overall supervision of the IOM Chief of Mission for Mauritius and Seychelles, and the direct supervision of the National Partnership & Programme Officer.

Tangible and measurable outputs of the work assignment

The consultant is expected to perform the following tasks / activities:

  1. Conduct a desk review and mapping of stakeholders.

  2. Organize and facilitate an inception meeting with key stakeholders.

  3. Carry out the training needs assessment using a mixed methods approach (surveys, focus-group discussions, interviews)

  4. Develop a national TIP capacity development plan with a monitoring and evaluation framework.

  5. Facilitate a workshop to discuss and validate the TNA and a three-year national TIP capacity development plan.

  6. Support part implementation of the capacity development plan.

  7. Prepare a report on the capacity development plan implemented, highlighting the changes that have occurred as a result of the training.

  • Capacity Development Report, highlighting the organisation of the training as well as the changes that have occurred as a result of the training 

Timeline

This assignment will be implemented within a 5-month period (February 2026 to July 2026), but the actual timeline is subject to change based on the date the agreement is signed between IOM and the Consultant.

Schedule of Payment

Payments will be made in three instalments upon satisfactory completion of deliverables, as per the agreed work plan.

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree in Social Sciences, Law, Human Rights, International Development, Economics, Management, Business Administration or related fields.

Experience

At least 5 years of relevant professional experience in academia, research institutes, think tanks, governmental, inter-governmental or non-governmental organizations working in the area of Trafficking in Persons. 

Skills

  • Knowledge and skills in training needs analysis, training design and implementation, training evaluation

  • Ability to work in teams and collaborate with others 

  • Experience in facilitating working groups and discussions and actively engaging members; 

  • Proven experience in undertaking consultations with senior officials within government, inter-governmental, non-governmental organizations, and private sector organisations ;

Languages

Fluency in English is required. Working knowledge of French and/or Creole is an advantage.
