CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCFs mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare, and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.

Program Overview:
India's Universal Immunization Programme (UIP) is one of the largest public immunization programmes in the world. It caters to 27 million infants and 30 million pregnant women. The programme provides access to vaccines against 11 Vaccine Preventable Diseases (VPDs) at the national level and against one VPD at the sub-national level.
Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the immunization ecosystem has demonstrated a proactive commitment to achieving universal immunization coverage in the country in recent years. This includes health system strengthening efforts towards the introduction of new vaccines, rolling out of data systems, digitization of vaccine cold chain and inventory management, and health worker capacity building. MoHFW is also undertaking new initiatives including implementation of an Electronic Immunisation Registry (UWIN) to track vaccination status, introduce new vaccines under the UIP, and formulate strategies to address Zero-Dose, with a view to reduce VPD cases and improve immunisation outcomes.
Position Summary:
The Immunisation team at William J. Clinton Foundation (WJCF) has implemented and supported multiple high-impact initiatives, to improve immunisation outcomes, over the past five years across geographies in India. These initiatives have included strategic planning, research & implementation, policy making support, data analytics, and supply chain strengthening.
We now seek to systematically document, synthesize, and publish this body of work in the form of:
- Peer-reviewed research publications
- Policy briefs
- Technical reports
- Blog articles and thought leadership pieces
- Case studies and learning notes
To achieve this, we intend to engage an Independent Consultant with relevant experiences in public health research writing, peer-reviewed publication processes, and translating technical work into high-quality publishable outputs.
The Consultant will work closely with the Immunisation team leadership as well as other team members.
A. Publication Strategy & Planning
- Review past 5 years of Immunisation program work (documents, analyses, presentations, reports).
- Conduct structured discussions with program leads to identify:
- Novel findings
- Methodological innovations
- Policy-relevant insights
- Develop a Publication Roadmap including:
- Proposed manuscript titles
- Target journals (fit-for-purpose to the titles)
- Data requirements
- Authors and contributors
- Interim and Final Timelines
B. Manuscript Development (Peer-Reviewed Publications)
For each prioritized manuscript:
- Develop detailed manuscript outlines.
- Lead drafting of:
- Abstract
- Introduction
- Methods
- Results
- Discussion
- Conclusion
- References
- Bring in statistical analysis and visualisation expertise to impart bring rigour to the manuscripts
- Coordinate with the program team for tables, figures, and statistical validation
- Ensure adherence to journal submission guidelines
- Incorporate internal and external review comments
- Support submission and revision process
Expected outputs (indicative – to be finalized):
- 5-7 peer-reviewed manuscripts over contract period
C. Thought Leadership & Non-Academic Outputs
- Draft blog posts, opinion pieces, and commentary articles
- Convert technical analyses into accessible narratives
- Draft policy briefs and executive summaries
- Support dissemination strategy (journal selection, blog platforms, newsletters, etc.).
Expected outputs (indicative):
- Up to 5 blogs/thought pieces
- Up to 3 policy briefs or technical summaries
D. Editorial & Quality Assurance Support
- Provide editorial review of Immunisation technical documents
- Create a structured publication workflow (concept → draft → review → submission)
The consultant should have:
- Advanced degree (PhD/DrPH/MD/MPH/MSc) in Public Health, Epidemiology, Health Economics, or related field
- Advanced knowledge of Statistical tools and analysis such as STATA, SPSS, R, etc.
- Demonstrated track record of peer-reviewed publications (preferably in global health)
- Experience publishing in high-impact international journals
- Strong academic writing and editorial skills
- Experience working with multi-country public health programs preferred
Familiarity with donor-funded global health initiatives is an advantage.
