Context

The Department of Strategic Planning and Results (DSP) oversees four Divisions/Units/Offices: Strategy and Results Unit, Project Performance Division, Data Protection Office, and the Flexible Funding Unit. The Strategy and Results Unit (SRU) is responsible for ensuring institutional alignment of IOM’s strategic planning tools consistent with the IOM Strategic Plan 2024-2028. The Unit coordinates the annual Workplan process, as well as the institutional results data collection processes through the Institutional Questionnaire, which culminate in the production of the IOM Annual Report and other institutional reporting efforts. The Unit is additionally the custodian of the Strategic Results Framework (SRF) and ensuring the aggregation of IOM institutional results. 

Under the overall supervision of the Senior Director of Strategy and External Engagement (SEE), and the direct supervision of the Director of Strategic Planning and Results (DSP), and in close collaboration with other Divisions/Offices/Units within DSP, as well as across the organization, the Head, Strategy and Results Unit will provide expert advice and support IOM’s strategic alignment and results reporting in compliance with IOM rules, regulations and policies.

Responsibilities

  1. Lead and coordinate the enhancement of core institutional functions, processes, outputs and services to monitor and report on the implementation of IOM’s Strategic Plan 2024–2028, including through the Annual Report, Strategic Results Framework, Institutional Questionnaire and Institutional Workplans, ensuring coherence with institutional frameworks and United Nations system reporting requirements.

  2. Provide strategic and technical guidance for the ongoing enhancement of IOM’s project management system (PRIMA), with particular focus on results reporting functionality and strengthened linkages with internal and external reporting frameworks.

  3. Lead the development and roll out of global training frameworks and advisory services for Regional Offices, Country Offices and thematic units on strategic planning, results reporting, and workplan development, ensuring alignment with IOM’s Strategic Plan, institutional objectives, and organizational priorities.

  4.   Strengthen global institutional reporting processes, including the Institutional Questionnaire, and coordinate the preparation and timely submission of the IOM Annual Report in line with Governing Body reporting requirements and deadlines.

  5. Facilitate institutional coordination and collaboration to promote a culture of learning and innovation, including by providing functional leadership and technical oversight to Regional Planning, Monitoring and Evaluation Officers (RPMEOs).

  6. Provide technical advice on the application of results-based management methodologies within IOM’s budgeting processes, in close coordination with the Department of Financial and Administrative Management (DFAM).

  7. Monitor, analyse and advise on developments in results-based management, strategic planning and results reporting, including through representation of IOM in inter-agency fora such as the United Nations Strategic Planning Network (UNSPN) and the UNSDG Inter-Agency Group on Programme Development and Results (PDR).

  8. Perform other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,

  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Extensive experience with IOM’s institutional strategic planning and results reporting efforts, and deep familiarity with IOM’s Strategic Results Framework (SRF);

  • Experience in all areas of financial administration including financial management, accounting, and budgeting;

  • Experience in the field of migration issues, including operational and field experience, IOM project development, project management and reporting;

  • Experience in facilitating senior management communication, fostering cross-cutting initiatives across Organizations, in the fields of strategic planning and results reporting; and,

  • Experience in development, emergency response and humanitarian operations, experience at regional and country-level programming a distinct advantage.

Skills

  • Excellent knowledge of Project Cycle Management (PCM) and Results Based Management (RBM) approaches;

  • Experience in developing and delivering projects; and,

  • Directing and mentoring staff.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
