Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager to join our team in Kyiv, Ukraine.

About the job

With over 20 active projects across 8 area offices, the MEAL manager plays a critical role in ensuring that MEAL systems are in place to effectively monitor all DRC programming. The MEAL Manager will lead the design, implementation, and strengthening of monitoring, evaluation, accountability, and learning systems to ensure high-quality, evidence-based programming in Ukraine. This role will support strategic decision-making, enhance program effectiveness, and foster a culture of learning and accountability across humanitarian and recovery interventions. The MEAL Manager will work closely with program teams, partners, and stakeholders to ensure that data collection, analysis, and reporting processes are robust, timely, and aligned with organizational standards and donor requirements. They will also ensure that the information management system (IMS) is robust and functioning to support the data required at different stages of the project cycle. They will support in ensuring monitoring is fully compliant with donor requirements.

Your main duties and responsibilities will be:

  • Manage several MEAL staff members including the Information Management (IM) Manager, MEAL Operations Manager, MEAL Specialists (2), and Community Feedback Mechanism (CFM) team (2).
  • Lead the design and roll-out of MEAL frameworks, plans, tools, and SOPs across all sectors and projects.
  • Ensure strong MEAL processes are in place across the project cycle, and inclusive of all areas and sectors.
  • Ensure MEAL activities are aligned with project logical frameworks and donor reporting requirements.
  • Manage the IM Manager to ensure that internal systems are adapted across the diversity of DRC programming, and relevant for external reporting requirements to donors, clusters, etc.
  • Ensure MEAL processes are adaptable and realistic for DRC’s implementation with local partners.
  • Ensure that DRC’s CFM system continues to be followed according to SOPs and standards of practice, and that analysis continues to be shared across the country operation. Work together with CFM focal points to adapt systems as required.
  • Lead the coordination of the MEAL Department’s work with implementing partners to ensure the minimum standards of MEAL Processes are ensured across projects with partners.

About you

To be successful in this role we expect you to have at least 5 years experience in a MEAL related role – including experience designing and implementing MEAL frameworks, log frames, theories of change, and results-based management – and at least 3 years of management experience. Moreover, we also expect the following:  

Required

  • University degree in relevant field, or minimum of 7+ years relevant experience in the sector.
  • Strong knowledge of MEAL tools and methodologies (such as but not limited to (baseline and endline surveys, impact assessments, qualitative and quantitative data collection)
  • Data analysis and management tools (such as but not limited to excel, SPSS, KoBo Toolbox) as well as data visualisation and reporting
  • Familiarity and practice of key donor requirements of both traditional and non-traditional donor portfolios.
  • Experience in maintaining and strengthening accountability mechanisms such as feedback hotlines and community sessions.
  • Strong HR capacity with experience in managing a large and diverse team with different skillsets, of which some are not in the same location
  • English language proficiency: C1 - Advanced

Desirable

  • Familiarity with Survey 123, ESRI, and other information management systems
  • Experience in supporting implementing partners with the design and roll out of a MEAL Plan.

  • Contract length: 3 months’ probation period with the possibility of extension (1 year contract) depending on performance and available funding
