Overview
Jhpiego seeks a Project Director (PD) to provide vision, leadership, and technical and financial stewardship for a Unitaid funded, multi-country investment focused on accelerating cervical cancer secondary prevention in LMICs. The $30M, 3–5year project will support countries to accelerate from smaller initiatives to sustainable, nationally owned, integrated services aligned with WHO elimination targets (≥70% screening; ≥90% treatment), with an emphasis on equity, accessibility, and innovation (e.g., next generation HPV diagnostics, AI supported visual evaluation, digital referral/retention solutions), and resilient supply and delivery systems (including pooled models and strengthened procurement/ forecasting). The PD will serve as the primary liaison to Unitaid, consortium partners, and with ensure coordination and communication with national authorities, civil society, and local partners to deliver country readiness, national alignment, robust governance, and catalytic sustainability/financing pathways.
This position is contingent upon award from Unitaid.
Responsibilities
- Lead a multi country strategy centered on secondary prevention, guiding country readiness assessments, prioritization, and phased scaleup to achieve ≥70% screening and ≥90% treatment coverage in exemplar geographies; ensure integration within primary health care and linkages with HIV/TB/NCD/MNCH
- Address linkage to care through accelerated progress in digital tracking, referral coordination, and data systems embedded in national structures that are responsive to multiple screening approaches and algorithms
- Oversee introduction and scale of innovation, including AI enhanced visual evaluation, near point of care platforms, and digital health tools.
- Strengthen national procurement and supply systems for cervical cancer commodities within broader supply chains that that improve affordability, reduce total cost of ownership, and expand supplier diversity, manufacturer engagement, institutionalized price agreements, demand forecasting,aligning with regional procurement platforms (e.g., Africa CDC/PAHO) and exploration of pooled procurement options.
- Cocreate sustainable financing pathways with governments and partners: support costed national elimination plans (including primary prevention), investment case(s), and blended financing options; leverage Unitaid funds to crowd in public/philanthropic/private resources; track catalytic leverage and affordability improvements over time.
- Embed communities and civil society engagement (CCSE) including women with lived experience in governance, design, delivery, and monitoring; ensure community led approaches are budgeted and implemented, with feedback loops and accountability mechanisms.
- Establish strong, country led governance: coordinate closely with Ministries of Health; participate in/strengthen national technical working groups; harmonize standards and practices; convene South to South learning platforms to accelerate adoption across regions.
- Ensure the project is technically sound, equity focused, and evidence based while representing Jhpiego and the project to Unitaid and stakeholders; ensure timely, high-quality deliverables (workplans, budgets, performance reports) and adherence to Unitaid compliance and portfolio oversight requirements.
- Manage a diverse team of technical, financial, operational and management staff, maintaining a high level of staff morale
- Ensure project activities are meeting expectations (on time, on scope, on budget), with the highest technical quality and are compliant with the terms of the award
- Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
Required Qualifications
- Master’s degree in public health, health economics, health systems, or related field.
- 10+ years successfully managing large, multi-partner, multi country global health programs in LMICs, including cervical cancer secondary prevention (HPV testing/self-sampling, thermal ablation, VIA/AI assisted visual evaluation) and/or women’s health integration with HIV/TB/MNCH.
- Demonstrated experience introducing and scaling innovations in constrained settings (e.g., AI enabled screening tools, diagnostics, digital health, ), with responsible AI/data governance
- Proven leadership in national alignment and country readiness processes; embedding services in primary health care and navigating policy and implementation to institutionalize routine services.
- Experience in market access and supply chain strengthening (manufacturer engagement, price agreements, demand forecasting, procurement reforms, commodity tracking/visibility) and integration with essential medicines supply chains.
- Strong track record crafting financing strategies: costed national plans, investment cases, and leveraging Unitaid/other catalytic funds to mobilize public, private, and blended finance for sustainability.
- Documented CCSE partnership experience across the program life cycle (governance, design, delivery, M&E), including working with grassroots organizations and women with lived experience.
- Prior collaboration with Unitaid and international bodies (e.g., WHO/PAHO), with in depth knowledge of Unitaid regulations, compliance, and reporting requirements.
- Multilingual proficiency strongly preferred (e.g., Spanish and/or French; Portuguese, Swahili, an asset) to support Africa/LAC engagement and South-to-South learning.
- Excellent diplomacy, coalition building, and partner management with governments, donors, private sector, NGOs/CSOs; experience convening/strengthening technical working groups.
- Ability to travel internationally.
