Organizational Setting and Reporting Relationship

The position is assigned to the Public Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer.


Your Role

As a Senior Financial Management Assistant, you will provide technical, analytical, and coordination support for the day‑to‑day operational and administrative requirements of PFFM. Your responsibilities include supporting financial management supervision, financial due diligence, portfolio analysis, technical assistance processing, general PFFM operations, and coordination work for assigned supervisors.


You will:

  • Ensure compliance with ADB financial management (FM) requirements by coordinating with project teams and executing and implementing agencies (EA/IAs) and monitoring FM Action Plans.
  • Review Audited Project Financial Statement/Audited Entity Financial Statements, audit opinions, and other financial reports; maintain accurate FM data and documentation in ADB systems.
  • Conduct financial due diligence, including FM capacity assessments, financial analysis, and preparation of FM inputs for project documents.
  • Prepare FM portfolio analytics, track compliance with financial reporting requirements, and identify recurring issues.
  • Support technical assistance processing and implementation through research, documentation, consultant recruitment, contract administration, and mission logistics.
  • Maintain PFFM webpages, databases, task trackers, and knowledge products; support presentations and knowledge‑sharing activities.
  • Contribute to operational guidance (Operations Manual, Project Administration Instructions) and manage interdepartmental review processes.
  • Perform other duties assigned by the supervisor or reflected in your work plan.

Qualifications

You will need:

  • Bachelor's degree preferably in accounting, business administration, commerce or other relevant discipline.
  • Professional qualification in accounting (e.g. CPA, CA) from an internationally recognized institution (e.g., IFAC). A CFA qualification is desirable.
  • At least 5 years of relevant professional experience.
  • Knowledgeable in ADB and in similar multilateral development bank's policies and procedures.
  • Experience working \with internal and external clients, including ADB colleagues, government officials, development partners, and other international networks.
  • Working knowledge of financial management in a multilateral and bilateral development context is desirable.
  • Written and verbal proficiency in English.
  • Proficiency in Microsoft Office applications (i.e., Word, Excel, PowerPoint), videoconferencing (i.e., Zoom, MS Teams) and document filing systems (i.e., SharePoint, OneDrive).

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
