The CCAC National Mitigation Consultant for Fiji will be responsible for providing support to the CCAC Focal Point at the Department of Climate Change to support Fiji’s super pollutant agenda and to ensure that relevant projects are completed within timeline and in line with needs and priorities of the Government of Fiji, and support Fiji’s engagement on super pollutant issues at the regional and international levels. The CCAC National Mitigation Consultant will provide policy and technical advice for mitigation policies and its implementation, working in collaboration with government, international, and national development partners. The CCAC National Mitigation Consultant will also assist the Division in writing proposals to access climate finance for mitigation work in Fiji. All deliverables will be reviewed by the Department of Climate Change and are to be validated by the CCAC Focal Point. The deliverables will also be shared with the Permanent Secretary of the Ministry of Environment and Climate Change for information and alignment with national priorities prior to submission to the CCAC Secretariat. The Government of Fiji has a demonstrated increased capacity for SLCP planning, mitigation, and regional and international coordination on SLCPs by the end of the consultancy. Outcomes from new CCAC-funded projects are delivered in a coordinated and timely manner. New and enhanced sectoral and national plans, policies, strategies and regulations are drafted and endorsed by the government, including Nationally Determined Contributions (NDCs) and Biennial Transparency Reports (BTRs), including SLCPs.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.   The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.    More information on the CCAC is available at: www.ccacoalition.org  Fiji joined the CCAC in 2024 to step up its ambition to combat short-lived climate pollutants (SLCPs), especially in the agriculture and waste sectors. Fiji has taken considerable steps in developing national capacity and implementing actions consistent with its national strategies through the “Initiative for Climate Action Transparency” (ICAT Phase I and Phase II) Fiji Project to set up sectoral Monitoring, Reporting and Verification (MRV) systems for the agriculture sector” and a project on livestock inventory development with the Australian Centre for International Agricultural Research (ACIAR) and to develop a Tier 2 MRV system for livestock in Fiji under the GHG Inventory Capability Building Programme; build a pathway to integrate GHG mitigation from livestock into Fiji’s Nationally Determined Contributions (NDCs) to provide a formal foundation for policy; and build Fiji’s capacity to continue to improve the national inventory (as per the Climate Change Act, 2021) and support policy development into the future. Fiji has demonstrated its strong commitment to reduce methane emissions through endorsement of the Global Methane Pledge at COP 26 and the hosting of multiple side events with the CCAC on SLCPs at COP29. This consultancy responds to a request from Fiji’s Ministry of Environment and Climate Change (‘Ministry’) for a cross-sectoral national consultant as a National Mitigation Consultant to support the Department of Climate Change, Ministry of Environment and Climate Change and to coordinate super pollutant mitigation activities across multiple sectors. This includes the development and implementation of Fiji’s NDC and other key climate and clean air policies and strategies, and support Fiji’s engagement on super pollutant issues at the regional and international levels. The National Expert will identify the implementation gaps in Fiji’s super pollutant mitigation domain across the key sectors in the form of Fiji’s mitigation dossier. The mitigation dossier will serve as a significant high-level document for discussions in bilateral, multilateral and international meetings for seeking support (financial, technological, capacity building and implementation). The consultant will conduct thorough analysis of mitigation actions on ground and as outlined in the key national documents to prepare the mitigation dossier. This can also inform the mitigation component of the NDC tracking chapter of the Fiji’s Biennial Transparency report 1 (BTR1). The National Mitigation Consultant will work closely with the Programme Development Unit of the Department of Climate Change to develop proposals for accessing climate finance for mitigation projects in Fiji. The CCAC National Expert for Fiji will provide expert policy and technical advice for super pollutant mitigation measures and policy development and implementation, in collaboration with national stakeholders, cross-governmental teams, and the CCAC as well as other key development partners. Tasks will include coordination of super pollutant projects supported by the CCAC and other development partners, provision of support to accessing additional finance for mitigation work in Fiji and liaison with implementing partners to enhance awareness on SLCPs. The desired outcome is that the Government of Fiji has a demonstrated increased capacity for super pollutant planning and mitigation by the end of the consultancy, particularly through incorporating super pollutants into updated NDCs, enhancing MRV frameworks, and/or enhancing or developing new sectoral policies and strategies. This request builds upon work conducted by the CCAC National Agriculture Expert who provided support to the CCAC Focal Point at the Department of Climate Change of the Ministry of Environment and Climate Change to coordinate Capacity Building Initiative for Transparency (CBIT), ICAT, GHG Inventory Capability Building Programme, and Nationally Determined Contributions stocktaking, NDC 3.0 development, and ACIAR activities on super pollutant reductions in the agriculture sector. The CCAC National Mitigation Consultant will be embedded in the Department of Climate Change under the Ministry. They will work in close collaboration with the Director of Climate Change through the Manager Climate Change and National Focal Point at the Ministry of Environment and Climate Change. They will work in close collaboration with the CCAC Secretariat team and the CCAC Focal Point for Fiji, as well as relevant implementing partners and donors, and government teams across sectors. The workplan defining day-to-day activities and deliverables will be developed in close consultation with the Department of Climate Change of Fiji and shared with the Permanent Secretary of the Ministry of Environment and Climate Change to ensure coherence with national priorities and ongoing government initiatives. Output expectations: 1) - Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including high level endorsement. - Engage sub-national governments, and civil society in CCAC partner country. - Coordinate all CCAC activities in Fiji in collaboration with the CCAC Focal Point within the Department of Climate Change. - Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts. 2) - Support coordination and engagement efforts related to potential new CCAC-funded projects submitted under CCAC Technical Assistance opportunities (i.e. waste sector strategy; NDC enhancement; wastewater inventory) Facilitate support to CCAC project implementers, including support for the organization of training activities, gathering of data and contacts. 3) - Submit SLCP mitigation proposals to relevant funding mechanisms (e.g., Technical Assistance, other relevant national and international funding mechanisms etc.) - Provide guidance for the production of investment plans/project pipelines for implementation. - Assist and advise the project focal points at national level. 4) - Contributing to other MRV enhancing and enabling projects, including CBIT, and other initiatives under UNFCCC transparency and reporting requirements such as Biennial Transparency Review (BTR1) and National Communication (NC4) development and submission. 5) - Update monthly on new developments, important news and upcoming national, regional, and international events in the country and Pacific region, with a particular international focus on SIDS. 6) - Participate at high political level in SLCP relevant events. - Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase the country’s successes as well as to detail any challenges or requests for assistance. - Ensure Fiji is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc). - Add updated partner profile for CCAC website. 7) - Support the integration of short-lived climate pollutant (SLCP) mitigation measures into Fiji’s updated Nationally Determined Contribution (NDC), Fiji’s NDC3.0 Costed Implementation Plan, including coordination with national stakeholders, preparation of technical inputs, and alignment with the CCAC Guidance on including non-CO₂ pollutants in Nationally Determined Contributions (NDCs) and submitted work plan. - Support Fiji’s policy and legal frameworks for mitigation components under Fiji’s Climate Change Act 2021. 8) - Collaborate with CCAC from across national government departments. - Identify new opportunities for engagement with the CCAC. - Other ad hoc outputs as agreed.

Qualifications/special skills

- Master’s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. - At least 5 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required.  - Ability to work effectively with multiple stakeholder groups including national governments is required.  - Excellent communication skills (written and oral presentations) are required.  - Knowledge of the national policies in climate change mitigation and air pollution is required. - Experience working on climate change mitigation is desirable. - Ability to work with advanced formulas in Excel spreadsheet is desirable.
