1. About the Role

This role sits within the Ethics, Risk, and Compliance department, which is responsible for promoting a culture of integrity, transparency, and accountability across Gavi. The Manager, Ethics & Compliance, works closely with teams across the Secretariat, including Legal, Human Resources, Internal Audit and Investigations, Country Delivery, Finance, Procurement and other departmental leads and on occasion, with external partners.

The core mission of this role, under the guidance of the Senior Manager, Policy and Compliance, is to strengthen  Gavi’s Ethics and Compliance Framework by independently driving the implementation of key initiatives. This includes advancing Gavi’s Policy Management framework, Restrictive (Sanction) Compliance Programme through simplifying existing policies and standards, introducing practical tools for staff, and helping embed  compliant and ethical practices across functions. 

2. Key Responsibilities

Policy Management:
•    Framework Implementation: Embed Gavi’s Secretariat Policy Management framework across the organization;
•    Digital Tools: Lead rollout and administration of policy lifecycle platform (approval, repository, updates);
•    Lifecycle Support: Partner with policy owners to update and maintain policies;
•    Templates & Guidance: Develop tools/templates to streamline drafting and approvals;
•    Training: Deliver onboarding and training on policy framework and digital tools.

Compliance Processes:
•    Programme Rollout: Coordinate compliance programmes (due diligence, sanctions, conflicts of interest, ABAC);
•    Process Design: Develop and implement compliance processes, tools, and digital solutions;
•    Collaboration: Work with teams to embed compliance into operations and risk frameworks;
•    Representation: Act as Ethics & Compliance lead in cross organizational policy workstreams;
•    Awareness: Create communication and training materials to build compliance knowledge.

Ethics & Compliance Operations:
•    Policy Oversight: Draft, revise, simplify, or retire ethics, compliance, and risk policies;
•    Systems Administration: Manage compliance platforms, ensuring usability and efficiency;
•    Outreach: Maintain intranet Ethics & Compliance Hub with accurate, accessible resources;
•    Monitoring: Track compliance trends, prepare reports, and recommend improvements;
•    Projects & Support: Contribute to ERC initiatives and provide coordination for inquiries and assessments.

3. Your Experience and Skills 
•    Typically, 5 to 7 years of professional experience in ethics, compliance, legal, governance, HR, Finance or integrity functions;
•    Demonstrated ability to manage the development and implementation of ethics or compliance programmes in complex or global organizations;
•    Experience working with cross-functional stakeholders, in a matrix-based organization in corporate or international organisations;
•    Exposure to governance and fiduciary risk in public health, development, or international NGOs is desirable.

Education and Qualifications:
•    Essential: University degree in law, public administration, geopolitics, security, international development, governance, or related field;
•    Good to have: Certification or additional training in compliance, ethics, anti-corruption, or organisational integrity.

Technical and Functional Skills:

Must Have:
•    Demonstrated ability to manage the development and implementation of ethics or compliance programmes in complex or global organisations;
•    Strong understanding of ethics and compliance principles, systems, and regulatory expectations;
•    Ability to translate complex standards into practical, accessible tools and guidance;
•    Strong analytical skills with attention to detail and ability to manage large sets of policy information;
•    Hands on experience with digital compliance tools for policy management systems, due diligence platforms, conflicts of interest databases etc, such as enterprise document management systems (eDMS); IBM, Veeva or IQVIA platforms, NAVEX, PeopleDoc, ServiceNow, Dow Jones, Power Automate etc. including configuration, administration, maintenance and user support.
•    Proven experience leading organisation-wide rollouts of compliance or policy management software, including stakeholder engagement, change management, training and embedding tools into daily operations;
•    Familiarity with compliance dashboards and reporting tools, with the ability to interpret data and recommend improvements;
•    Competence in managing document workflows, content repositories and intranet based libraries to ensure accessibility and accuracy;
•    Effective communication skills with the ability to engage, advise, and influence staff at all levels;
•    Experience with developing and delivering staff training and internal communication tools.

Good to Have:
•    Experience supporting internal investigations or integrity reviews;
•    Understanding of fiduciary frameworks or donor compliance environments.

Languages Needed:
•    Required: Written and spoken fluency in English.
•    Preferred: Proficiency in French.
