Organizational Context and Scope
Under the general guidance of the Chief of Mission (CoM), and direct supervision of the DTM Coordinator and in coordination with the DTM Sudan team in both Sudan and Egypt, the incumbent is responsible to perform the following duties:
Responsibilities
- In coordination with the DTM Unit, act as the key focal person between the DTM Coordinator and the field teams (including the DTM Area Coordinators and the network 600 enumerators on-the-ground), coordinating the timely implementation of DTM tools and smooth data collection operations for all implemented DTM activities (including Mobility Tracking for IDPs, Mobility Tracking for returnees, Flow Monitoring, Multi-Sector Needs Assessment, and ad-hoc Emergency Tracking).
- Provide technical inputs to DTM Coordinator/Programme Manager on standard data collection methodologies, operations, tools, and processes.
- Support the development of all DTM operational procedures, training materials, data collection tools, and databases.
4. Identify areas for improvement and propose solutions to enhance the effectiveness and efficiency of DTM data collection processes.
5. In coordination with the DTM IM Unit, support the establishment of data cleaning, data quality checks, verification processes, and monitoring tools to maintain data quality and flag potential errors within datasets.
6. Support DTM Reporting Unit to track operational timelines for data collection, monitor progress, identify delays in data collection operations and areas for improvement, and recommend corrective actions.
7. Support the adaptation of global IOM-DTM data collection operations and tools to the Sudanese context, including cross-checking questions for potential sensitivities, clarity, feasibility, logic, and cultural appropriateness.
8. Coordinate engagement between Area Focal Points to implement effective emergency response data collection and tracking following displacement events across multiple states and regions within Sudan.
9. Facilitate training and supervise operations staff and Area Coordinators on DTM data collection methodologies, tools, and processes to effectively implement data collection tools developed in coordination with Reporting and IM teams.
10. Carry out frequent field visits to monitor quality control for DTM operations and support refresher workshops on DTM data collection tools with area/sub-regional focal points and enumerators in specific states or localities as needed.
11. Act as the DTM Focal Point for Red Sea state, coordinating data collection, training enumerators, and monitoring displacement or change in mobility dynamics across the state.
12. Provide operational assistance to Area Coordinators, as needed, to maintain business continuity during staffing gaps or changing areas of responsibility within Sudan.
13. Perform any other duties as may be assigned by the supervisor.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in Humanities, Migration Studies, International Relations, Social Sciences, Business, Management, Information Sciences, or another related field with two years of relevant professional experience.
- Master’s in the above-mentioned fields.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Strong track record in operations and programme coordination.
- Solid background and demonstrated skills Microsoft Excel, Word Processing, and other basic data software
- Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy and all cultural backgrounds

- Strong communication and negotiation skills.
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
- Ability to design operational timelines, effectively coordinate personnel, and align staff performance to meet deadlines.

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in Arabic and English is required (oral and written).
