Organizational Context and Scope

Under overall supervision of the Head of Office Almaty, Kazakhstan and the direct supervision of the Sub Regional Project Officer (Displacement Tracking Matrix (DTM)) and in close collaboration with the Senior Regional Project Manager (DTM REMAP) based in IOM’s Global DTM Support Team in Berlin, Germany the Database Associate (Mobility Tracking Matrix (MTM)) will be responsible for supporting the maintenance and implementation of Displacement Tracking Matrix (DTM) databases and application systems in Kazakhstan and related DTM operational activities

Responsibilities

  1. Under supervision of Sub Regional Project Officer and Senior Regional Project Manager (DTM REMAP) support the implementation of IM activities under the Displacement Tracking Matrix Regional Evidence for Migration and Policy (DTM REMAP) phase 2 project. 
  2. Under supervision of Sub Regional Project Officer, maintain and update database information systems used to gather and process information required for Displacement Tracking Matrix (DTM) implementation, following established database formats.

  3. In coordination with the MTM Kazakhstan team, support the preparation and updating of database structures following established formats. 

  4. Assist in the preparation of database structures and end user-interfaces by formatting templates and compiling inputs and assist the MTM Kazakhstan team with business requirement documentation and training materials.

  5. Assist in applying established data-validation procedures under MTM database management system to support operational and reporting systems.

  6. In coordination with the MTM Kazakhstan team, monitor database use and provide first-level user support, referring complex issues as required.

  7. Support updating of DTM forms using KOBO Toolbox following established templates.

  8. Support the updating of DTM data-collection tools following established formats and guidance.

  9. Compile datasets and prepare routine statistical information and mapping under supervision. 

  10. Assist in applying proper backup, restore, data validation, and security procedures to support data integrity and availability.

  11. Assist with the orientation of MTM enumerators to support the quality of data entered into IOM databases.

  12. Support proper archiving/saving of encoded data and of the maintenance of the equipment used in the field, as per established procedures.

  13. Follow IOM’s Data Protection Principles and apply relevant IOM policies, especially on Data Protection and Information and Communications Technology (ICT) standards on data and information security.

  14. Provide routine database and data-processing support to sub-regional data and research activities in Central Asia Missions when needed.

  15. Perform other duties as they might be assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with five years of relevant working experience; or,

  • Bachelor’s degree in Information Technology, Computer Science, Data management, or a related field from an accredited academic institution with three years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in data entry, or information management assistance, preferably in the humanitarian sector.

  • Experience with International Organizations, INGO or LNGOs is an advantage.

  • Experience supporting the implementation of databases.

  • Experience supporting the implementation of migration, displacement, and humanitarian programme activities would be an asset.

  • Work experience in or knowledge of the Central Asia region would be an asset.

Skills

  • Good computer background, including familiarity with relational databases, Microsoft applications, spreadsheets, and word processing. 
  • Basic familiarity with PowerBi, Tublue or other visualization applications is an advantage.
  • Familiarity with data collection technologies and basic visualization tools is an advantage. 
  • Ability to verify, clean and process data.
  • Attention to detail and ability to follow technical instructions.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
