Project Context and Scope
Labour migration remains a defining feature of the Republic of Tajikistan’s socio-economic landscape. Migration is predominantly characterized by seasonal and long-term labour migration, with remittances accounting for approximately 47 per cent of GDP in 2024. The Russian Federation has historically served as the primary destination country for migrant workers from Tajikistan.
Recent geopolitical and economic developments, including economic downturns, sanctions, and the March 2024 terrorist attack in Moscow, have contributed to increased returns of Tajik migrants. Limited domestic employment opportunities and persistent structural labour market constraints have reinforced circular migration patterns. These trends underscore the importance of strengthening national migration governance systems to ensure safe, orderly, and regular migration while enhancing sustainable reintegration and migrant protection.
The Government of Tajikistan has undertaken significant efforts to strengthen migration governance through institutional reforms, policy development, and infrastructure enhancement. The Ministry of Labour, Migration and Employment of the Population (MoLMEP) is the central authority responsible for migration management, labour market regulation, employment promotion, and labour migration governance. The Ministry oversees several subordinate institutions, including the Migration Service, Agency for Labour and Employment, Center for Handicraft and Skill Development, Agency for Employment Abroad, and the Center for Consultation and Preparation of Migrants before Departure and newly launched Centers supported by ADB. Despite these efforts, overlapping institutional mandates, fragmented service delivery systems, and coordination challenges limit the overall effectiveness and efficiency of migration governance.
The Consultant will support the Mobility Pathways and Inclusion (MPI) Unit.
Responsibilities
The selected candidate is expected to perform following tasks:
I. Conduct Legal and Mandate Review
- Review national legislation, regulatory frameworks, policies, and strategic documents governing labour migration;
- Map institutional mandates, roles, and responsibilities of MoLMEP and its subordinate institutions;
- Identify overlaps, gaps, and inconsistencies in institutional mandates and legal frameworks.
II. Conduct Functional and Process Mapping
- Map institutional roles, operational processes, and service delivery mechanisms in the realm of:
- Pre-departure preparation and orientation;
- Job placement and employment services;
- Skills development and training;
- Awareness raising and outreach;
- Migration data management;
- Migrant protection (legal assistance, migrant workers’ rights, social protection, etc);
- Return and reintegration support;
- Identify roles and map the coordination among the Ministry’s subordinate institutions
- Identify operational inefficiencies, duplication, and service delivery gaps.
III. Assess Institutional Coordination Mechanisms
- Review existing inter-ministerial coordination platforms, working groups, and coordination mechanisms;
- Assess their effectiveness, operational functionality, and institutional communication;
- Identify barriers to effective whole-of-government migration governance;
IV. Assess Gender and Child Responsiveness of the Mechanisms and Services;
- Evaluate the mechanisms and services from the gender and child responsiveness angle ;
- Identify protection risks and institutional gaps.
V. Conduct Institutional Capacity Assessment
- Assess human resource capacities, organizational structures, and technical expertise;
- Review migration data systems, information management tools, and operational procedures;
- Assess financial, technical, and infrastructure capacities of relevant institutions.
VI. Develop Implementation Roadmap
- Develop a prioritized and costed implementation roadmap;
- Identify short- and medium-term actions with measurable indicators;
- Provide actionable recommendations aligned with international standards and good practices.
VII. Facilitate Stakeholder Validation
- Present findings to key stakeholders (to MoLMEP);
- Facilitate validation consultations and incorporate feedback into final outputs.
Inception Report (within 2 weeks of contract start)
Detailed methodology, workplan, and assessment framework
Draft Institutional and Functional Assessment Report (by 27 April 2026)
Comprehensive analysis including institutional mapping, legal review, capacity assessment, and protection analysis
Final Assessment Report and Implementation Roadmap (by 25 May 2026)
Final report incorporating feedback, including prioritized and costed roadmap
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s or higher degree in Social Sciences, Development Studies, Migration Studies, Public Policy, or related field from a recognized institution
Experience
Extensive knowledge of migration context in Tajikistan;
Minimum 7 years of relevant professional experience in migration governance, institutional reform, public administration, or labour migration;
Demonstrated experience in conducting institutional and functional assessments;
Experience working with government institutions and international organizations.
Skills
- Strong analytical, research, and report-writing skills;
- Knowledge of international migration governance frameworks and standards.
Languages
Fluent in English, Tajik and/or Russian, with excellent writing skills.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
