The Consultant (Participatory Public Spaces Design - Preliminary Projects) reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Terms of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams.

Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The “Weaving the city: planning with a participatory approach” project is another phase of the “Territories of Citizenship” project, a partnership between the Municipality of Juiz de Fora and UN-Habitat, launched in December 2021. It applied the Quick Participatory Mapping (QPM) methodology across 139 Special Zones of Social Interest (ZEIS) and two rural districts, alongside the development of a comprehensive Socioeconomic Profile of the prioritized areas. In 2023 and 2024, this project was expanded with the creation of the Public Policy Observatory, a platform dedicated to local data production and analysis to support evidence-based decision-making, enhance transparency, and align municipal policies with global sustainable development goals.    In 2026, “Weaving the city: planning with a participatory approach” will focus on improving the quality of life of Juiz de Fora’s urban area by promoting inclusive public spaces, sustainable practices, and the integration of gender and diversity perspectives. The initiative also aims to strengthen local capacities for the formulation and monitoring of public policies aligned with global sustainable development agendas, while expanding social participation and community engagement in urban management.  To properly implement the project and advance UN-Habitat’s mandate in Brazil, a Consultant (Participatory Public Spaces Design - Preliminary Projects) is required to translate the outputs of participatory public space design workshops (focused on children aged 7 to 12 years old) into three (03) basic urban design proposals of public spaces. Each proposal will correspond to one of the three (03) selected territories, one for each selected territory in the city of Juiz de Fora. The result will be a Final Urban Intervention Proposals and Strategic Recommendations Report. Report to UN-Habitat Manager The Consultant (Participatory Public Spaces Design - Preliminary Projects) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Consultant (Participatory Public Spaces Design - Preliminary Projects) will support the implementation of project activities related to urban planning projects, with the following responsibilities: a) Develop all necessary materials for the projects, including visual presentations (PowerPoints, posters, handouts), participatory mapping tools, and activity scripts tailored to the target audience. b) Analyze participatory workshop results and interpret the ideas, inputs, the results, guidelines and recommendations produced during the participatory public space design workshops, translating them into actionable insights for urban design. c) Conduct a territorial analysis of the selected public spaces, identifying opportunities for urban interventions based on technical criteria and community-generated inputs. d) Develop strategic recommendations to enhance urban safety, inclusion, accessibility, and quality of life in public spaces, aligned with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). e) Systematize the entire process through the delivery of organized documentation, including meeting minutes, photographs, attendance lists, raw data, analytical notes, and georeferenced maps, in accessible and editable formats. f) Present the results and deliverables to UN-Habitat and local partners through visual, clear, and accessible formats (executive reports, illustrated presentations, posters, short videos, etc.). g) Ensure compliance with UN-Habitat's standards for visibility, data protection, and ethics, respecting the rights, privacy, and representation of community participants. h) Participate in meetings with UN-Habitat teams, the Municipality of Juiz de Fora, and other relevant stakeholders to align expectations and refine the scope of analysis. i) Ensure all content is aligned with UN-Habitat standards, methodologies, and expectations, while maintaining confidentiality and data protection protocols. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Consultant (Participatory Public Spaces Design - Preliminary Projects) shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan and Technical Design Approach Description: The Product 1 must contain: (i) a detailed Work Plan including objectives, timeline, activities, responsibilities, and risk mitigation strategies; (ii) a technical and methodological approach for translating participatory inputs into basic public space design proposals, aligned with UN-Habitat standards and child and gender-responsive planning principles; (iii) definition of design criteria, analytical steps and coordination mechanisms with the project team, the consultant responsible for the workshops and the Municipality; (iv) strategic definition for a territorial diagnosis of the selected areas. Expected delivery date: 30 days after signing the contract. Product 2 – Strategic Recommendations Report Description: The Product 2 must contain: (i) Strategic Recommendations Report to strengthen municipal capacity for participatory public space design and management, aligned with SDG 11.7 and the New Urban Agenda; (ii) submission of all technical files, editable documents, images, and graphic materials produced; and (v) visual outputs for communication and dissemination (PowerPoint presentation, executive summary, brochure or poster). Expected delivery date: 60 days after signing the contract. Product 3 - Urban Intervention Proposals Description: The Product 3 must contain: (i) three versions of basic public space design projects based on the systematized results and products of the participatory design workshops, in addition to a comprehensive action plan (ii) Prepare and present design proposals for each selected space, including sketches, schematic layouts, perspective drawings, and complete proposals for the execution of urban interventions. The basic public space design projects shall be delivered at a conceptual and preliminary design (“anteprojeto”) level, including technical and visual materials suitable for institutional use. When applicable, drawings such as site plans, schematic sections and/or elevations shall be developed in AutoCAD (.dwg) or compatible software, accompanied by visual and graphic materials (conceptual layouts, diagrams, maps and three-dimensional images). All outputs shall be submitted in editable source files and consolidated PDF format. Expected delivery date: 100 days after signing the contract.

Qualifications/special skills

Education Required: • Bachelor's degree in Architecture and Urban Planning is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Desirable: • Postgraduate degree or specialized training in architecture, urban planning, urban design, public space design, sustainable urbanism or related fields or related fields is desirable. Work experience: • Minimum four (4) years of professional experience providing technical support for the development of participatory urban design projects in Brazil is required. • Previous professional experience working with informal settlements is desirable. • Previous academic or professional experience working with the 2030 Agenda and NUA is desirable. • Previous experience within the UN System is desirable. Skills: • Good computer skills in Windows, such as Microsoft Office, Outlook, Microsoft Teams, and web search engines, are required. • Proficiency in graphic representation, spatial diagrams and technical documentation, using appropriate softwares (like AutoCad or similar; Illustrator or similar; SketchUp or similar), tools and formats for both technical and non-technical audiences is required. • Good command of geographic information system (GIS) software, such as QGIS, MapInfo, and ArcGIS, is desirable. • Ability to work collaboratively with multidisciplinary teams and public institutions, integrating technical, social and institutional inputs into the design process is desirable. Competencies • Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. • Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. • Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. • Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content.

Languages

• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English is desirable.

Additional Information

Travel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 2 (part-time 50%) – BRL: 15.566 (Total net amount) UNOPS Salary Scale The consultant will receive a total amount of BRL: 15.566, according to the following schedule: • Payment 1 [30%]: Upon delivery and approval of Product 1 (BRL: 4.669,80) • Payment 2 [30%]: Upon delivery and approval of Product 2 (BRL: 4.669,80) • Payment 3 [40%]: Upon delivery and approval of Product 3 (BRL: 6.226,40) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
