HR Service Delivery Manager

Based in Amsterdam

As the HR Service Delivery Coordinator, you are responsible for the quality of operational HR processes.

You drive the long-term continuity and quality of the operational HR support provided to employees by ensuring you have the right skills and capabilities available and that the processes for interaction with the rest of the organisation are clear. You resolve impediments and select, hire, develop and retain the necessary talent.

You are responsible for developing and adjusting the team and processes according to rapidly changing circumstances due to law, local and international MSF policies.

You lead or participate in projects for tactical and strategical improvements, you evaluate past activities and ways of working and use these insights to ensure the guidelines are in place for the delivery of operational HR services. You drive the improvement of processes and the associated IT systems to increase the efficiency and quality of services provided.

Currently, the implementation of a new HR system and associated changes in ways of working, in combination with a new strategic plan for OCA also require strong change management capabilities.

You collaborate with (international) colleagues in HR and Finance to align processes.

The HR Service Delivery Coordinator reports to the Head of People Experience and is the direct manager to the Office Contracting team (2), International Contracting team (4), Absence & Leave team (2), General HR Administration team (2), Relocation and Immigration team (2) and Payroll team (3).

Key Responsibilities

  • Team Performance: Foster engagement and maintain a safe and supportive working environment.
  • Quality of HR Support: Ensure high-quality advice and deliverables provided to employees, including labour contracts, organised by guidelines and policies.
  • Payroll & Financial Accuracy: Ensure accurate and timely salary payments and other money transfers relating to OCA’s obligations towards its employees.
  • Process & Information Flow: Safeguard the quality of processes for information flow to keep administration up to date, including the implementation of changes and HR programs.
  • Case Management: Ensure progress and high-quality resolution of cases regarding sick leave, insurance, pension, and complex employee inquiries.
  • HR Administration: Maintain the quality and integrity of HR administration.
  • Compliance: Ensure compliance with laws and regulations, including GDPR, taxation, social security and ‘Wet Poortwachter’.
  • Budget Responsibility: Manage the agreed budget and monitor realised expenditures.
  • Reporting: Provide reports and insights to support informed decision-making.

Who You Are

You are a structured and quality-driven HR professional with strong operational expertise. You combine compliance knowledge with a service-oriented mindset. You are capable of leading a team through change, improving processes, and ensuring continuity in a dynamic international environment. You work accurately, think analytically, and communicate clearly with stakeholders at different levels of the organisation.

What you will bring

  • BSc/MSc degree in HR, Business Administration, or a related field.
  • Minimum of 8+ years of experience in HR operations and/or HR administration.
  • Proven experience in team coordination or leadership.
  • Solid knowledge of labour law and labour conditions legislation.
  • Knowledge of fiscal, tax, pension and social security regulations and processes.
  • Experience with payroll processes and HRIS systems.
  • Fluency in English.

What We Offer

A Dutch 1-year employment contract is offered (when residing in the Netherlands), based on 40 hours per week with an intention of renewal.

A gross monthly salary range between 4,875 and 6,711 euro (function grid level 17) depending on relevant work experience, based on a fulltime appointment.
