Learning & Development (L&D) Advisor – Logistics & ICT (90–100%)
1-year contract with possibility of extension
Based in Amsterdam (candidates based in other MSF contracting offices will be considered, and the local salary grid will apply)
Purpose of the job:
MSF Operational Centre Amsterdam (OCA) is looking for a Learning & Development Advisor to lead and shape the learning agenda for the Logistics and ICT portfolios.
You will be part of a culturally diverse Learning Solutions team, reporting to the Learning Solutions Manager. You will collaborate with three peers in similar roles (each managing a different portfolio), two instructional designers and four L&D officers. In partnership with colleagues across Talent and Learning, Logistics, and ICT, you will:
Lead the design of new learning solutions.
Develop learning pathways.
Coordinate implementation and monitor outcomes to strengthen individual and organisational capacity.

Your responsibilities include, but are not limited to:
Learning & Development Portfolio Management
- Develop and implement learning and development strategies and solutions for Logistics and ICT portfolios at OCA and intersectional levels, in line with MSF’s strategic objectives.
- Serve as the primary L&D advisor for the Logistics and ICT departments.
- Conduct learning needs analyses and identify appropriate learning solutions.
- Ensure alignment and coherence of learning initiatives across MSF.
- Monitor and evaluate the impact of learning solutions to improve future activities (MEAL).
Project Management
- Lead the design, development, and continuous improvement of learning solutions, often managing multiple projects simultaneously.
- Coordinate annual planning and prioritization of learning activities, projects, and budget.
- Manage course coordination, in-country training deployment, and content creation and curation.
Collaboration & Knowledge Sharing
- Advise stakeholders on suitable learning approaches and how to effectively use the existing portfolio.
- Share best practices and promote innovation within the Learning Solutions team. Promote the Logistics and ICT learning portfolios, sharing successes, lessons learned, and good practices.
- Collaborate with other MSF sections and operational centers to optimize resources and enhance intersectional cooperation.
Candidate Profile:
Required
- Degree in Learning & Development, Education, Human Resources, Organisational Development, or a related field.
- 2+ years of L&D experience, including advisory roles and designing, coordinating, and evaluating learning solutions.
- Project management experience, including planning, stakeholder coordination, and monitoring delivery.
- Experience identifying learning needs and turning them into practical learning solutions with internal experts.
- Fluency in English is required. Knowledge of French and/or another MSF working language is an asset.
Desirable
- Experience working with technical or operational profiles (e.g. Logistics, ICT, Supply) is an asset.
- Experience with Learning Management Systems (LMS) is an asset.
- Familiarity with monitoring, evaluation, accountability, and learning (MEAL) approaches applied to learning interventions.
- Experience in an international, complex, and/or humanitarian environment is an advantage.
- You are someone who thinks ahead, works independently yet collaboratively, communicates with clarity, and builds strong relationships while ensuring practical, high‑quality results.
- Availability to travel to other MSF offices.
What we offer:
- Contract: one-year full-time contract with the possibility of extension (renewable based on performance and needs).
- Location: based in Amsterdam with flexibility within other MSF contracting offices (CET time zone overlap required).
- Salary (Amsterdam): Between € 3.743 and € 5.153 gross/month (40 hours/week). The salary is subjected to local conditions and may vary depending on your experience and location.
- Benefits: Premium-free pension, 30 days annual leave (full-time) plus 8% holiday allowance, commuting allowance, personal development budget and more. Depending on local conditions.
