Job Title: Budgets and Payroll Officer

Department: Finance Department

Reporting to: International Finance Manager

Location: Menongue

Start Date: ASAP

Contract: One year, renewable based on funding

About The Role:

The Budgets and Payroll officer is responsible for managing and overseeing financial planning, budgeting, and payroll processing to ensure the efficient allocation of resources and accurate employee compensation. The role ensures compliance with regulations and helps in maintaining financial stability for the organization.

Key Duties & Responsibilities:

Budgeting & Financial Planning:

  • Prepare and manage organization and donor budgets as guided by International Finance Manager.
  • Review financial requisitions and allocate funds appropriately ensuring donor compliance and budget availability.
  • Ensure budget compliance and provide variance analysis.
  • Preparation of Financial statements, donor reports and submit to IFM for review

Payroll Processing & Compliance:

  • Prepare and process payroll, ensuring timely and accurate submission to IFM.
  • Manage payroll-related payments, including taxes, social security (INSS), and other statutory deductions.
  • Post payroll-related journal entries in the accounting system as guided by IFM.
  • Ensure compliance with labor laws and financial policies regarding payroll processing.

Audit & Compliance:

  • Support audit preparations by compiling and reviewing payroll and non-payroll related documentation.
  • Ensure proper documentation and reconciliation of payroll transactions.
  • Manage and update the INSS and AGT portal for payroll-related compliance.
  • Keep upto date with all tax regulation in Angola and provide updates as when the law change.
  • Contribute to the development and implementation of financial strategies aligned with the Global SOPs under the IFMs guidance.
  • Ensure compliance with donor reporting requirements and accounting standards as directed by the IFM.
  • Ensure compliance with local financial regulations, tax laws, and reporting requirements.
  • Establish and maintain robust internal controls to safeguard assets and ensure the accuracy of financial records
  • Provide training and support to staff on financial systems, management and compliance.

Risk Management:

  • Identify and assess, and escalate to the IFMs financial risks, proposing and implementing risk mitigation strategies.
  • Stay informed about changes in accounting standards, legal frameworks, and financial best practices.
  • Provide training and support to staff on financial systems.

Personal Competencies:

  • Effective at translating an IFM result, into tactical and effective action taken by the accounts team
  • A good line manager, able to drive a positive culture and effectively manage staff performance
  • An eye for detail. Able to see the big picture, but knows the detail, and how to work with financial data.

  • Travel overseas as and when required
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • 3 years of experience in payroll processing, budgeting, and financial management.
  • Proficient in English is a requirement.
  • Proficiency in financial management systems (e.g. QuickBooks,AI, SAP).
  • Strong understanding of budget allocation and payroll compliance.
  • Experience with payroll-related statutory payments and online tax portals (INSS, AGT).High attention to detail, accuracy, and integrity in handling financial transactions.
  • Ability to handle multiple tasks and work under tight deadlines.
