Job Title: Senior Finance and Accounting Officer
Department: Finance Department

Location: Luanda, with frequent travel to other locations within Angola
Start Date: ASAP
Contract: One year, renewable based on funding

About The Role:
Support in leading the programmes national finance department under the guidance of national regulations, HALO global standards and the IFMs direction. Line manager the Finance Assistants and Finance Officers across all HALO Angola locations overseeing all financial operations day to day providing financial expertise and guidance. Drive an effective, value for money culture on behalf of the IFM and programme.
Key Duties & Responsibilities:
Financial Leadership:
- Act as the critical link between the IFM’s operating strategically, and the financial department working tactically.
- Contribute to the development and implementation of financial strategies aligned with the Global SOPs under the IFMs guidance.
- Lead and manage the finance team, providing guidance, mentorship, and professional development opportunities ensuring the full capability of the department is attained through good recruitment and line management.
- Foster a positive and collaborative work environment within the finance department.
Accounting and Financial Control:
- Oversee the preparation of accurate and timely financial reports including income statements, balance sheets, bank reconciliations and cash flow statements.
- Oversee all accounting and financial control processes, ensuring compliance with HALO policies, donor contracts, and local legislation.
- Ensure timely and accurate month-end and year-end financial close processes in line with HALO deadlines.
- Ensure correct allocation of direct and indirect costs to grants and projects, identifying and reporting any shortfalls or risks.
- Prepare donor financial reports, ensuring reconciliation with budgets and accounting systems.
Donor and Grant Management:
- Work with IFM to manage financial aspects of grants and donor funds, ensuring proper utilization and reporting.
- Work closely with the IFM to align financial reporting with donor expectations.
- Ensure compliance with donor reporting requirements and accounting standards as directed by the IFM.
- Oversee payroll processes, ensuring accurate calculation of salaries, taxes, social security, severance, and other statutory deductions in line with local labour laws.
Audit and Compliance:
- Ensure compliance with local financial regulations, tax laws, and reporting requirements.
Cash Flow Management:
- Oversee cash flow, ensuring proper liquidity for ongoing operations and project activities.
- Monitor and manage banking relationships, including reconciliations and treasury functions.
Risk Management:
- Identify and assess, and escalate to the IFMs financial risks, proposing and implementing risk mitigation strategies.
- Stay informed about changes in accounting standards, legal frameworks, and financial best practices.
Internal Controls:
- Establish and maintain robust internal controls to safeguard assets and ensure the accuracy of financial records.
- Conduct regular internal audits to identify and address any financial discrepancies – specifically OV tracking and audit.
Financial Systems and Technology:
- Evaluate, implement, and manage financial systems and technologies to enhance efficiency and accuracy.
- Provide training and support to staff on financial systems.
- Collaborate with other departments aligning financial processes and procedures to ensure effective and compliant expenditure across all departments.
Stakeholder Communication:
- Support the IFMs with effective communications regarding financial information to internal and external stakeholders as required.
- Be the national contact link with the banks with which HALO operates. and be aware of possible changes related to bank regulations, financial and accounting aspects.
- Collaborate with program management and other departments to ensure financial transparency.
Personal Competencies
- An effective collaborator. Able to work well with International and National staff alike
- Effective at translating an IFM result, into tactical and effective action taken by the accounts team
- A good line manager, able to drive a positive culture and effectively manage staff performance
- An eye for detail. Able to see the big picture, but knows the detail, and how to work with financial data.
Requirements
- Bachelor's degree in Finance, Accounting, or a related field; CPA or relevant professional certification is a plus.
- Extensive experience in financial management, preferably in an NGO setting.
- In-depth knowledge of donor reporting requirements, compliance, and financial regulations.
- Strong leadership, communication, and interpersonal skills.
- Ability to work in a dynamic and collaborative environment
- Angolan Permanent Residence holder.

- Travel overseas as and when required
- To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
