Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

UN Women, established in 2010 by the United Nations General Assembly, is the UN entity dedicated to gender equality and the empowerment of women. Grounded in the vision of equality enshrined in the UN Charter, UN Women works to eliminate discrimination against women and girls; empower women; and achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

In Mozambique, UN Women supports national efforts to advance gender equality and women’s empowerment in both development and humanitarian contexts. Its programme priorities include Women’s Economic Empowerment (WEE), Ending Violence Against Women and Girls (EVAWG), Women, Peace and Security (WPS), women’s leadership and participation in decision-making, and strengthening gender-responsive UN coordination. WEE is both a standalone priority and a programmatic area for promoting women’s resilience, protection and sustainable recovery.

This UNV assignment forms part of UN Women Mozambique’s humanitarian and resilience programming in Cabo Delgado, particularly under a KOICA-funded flagship project focused on promoting the socioeconomic recovery and resilience of internally displaced and returnee women and girls in conflict-affected districts, namely Palma, Mocímboa da Praia, Nangade, Muidumbe, Macomia and Quissanga. The project aims to strengthen women’s access to housing, livelihoods and protection services, while promoting safe reintegration, social cohesion and gender-responsive recovery. It is implemented in line with the humanitarian–development–peace (HDP) nexus to support the recovery, resilience and socioeconomic inclusion of conflict- and displacement-affected women and girls.
Key stakeholders include government counterparts at the national, provincial and district levels, civil society organisations, including civil society implementing partners, women-led and community-based organisations, UN agencies, and humanitarian and development partners.
Reporting to the Programme Specialist based in Maputo, the UNV Specialist contributes to programme implementation, monitoring, reporting and partner coordination to support effective delivery of results. The role includes ensuring compliance with UN Women’s systems and procedures and recommending operational or programmatic improvements as required.

Task description

1) Contribute technically to the development of WEE-Humanitarian programme strategies.
• Provide inputs to the design and formulation of the County Office’s Strategy Note, Annual Work Plan, programme/project proposals and initiatives in WEE–Humanitarian contexts.
• Regularly update the team on socioeconomic and humanitarian trends affecting women and girls in Cabo Delgado to inform programming and advocacy.
• Liaise with relevant government and local counterparts to support coordination and joint planning.
• Prepare briefing notes and background materials on WEE and humanitarian action as required.

2) Provide support to the implementation and management of the project with a focus on WEE.
• Provide inputs to the annual work and budget plans.
• Support the implementation and follow-up of project activities.
• Support the selection and management of the civil society implementing partners of the project, including technical review of the proposals, and capacity assessment of partners.
• Review and follow up on partner narrative reports and ensure alignment with financial reporting in a timely manner.
• Support partners in applying Results-Based Management (RBM) tools.

3) Provide technical assistance for the capacity development of project partners.
• Provide technical guidance to partners during activity implementation and monitoring.
• Maintain working relationships with partners to support the effective delivery of activities.
• Identify partner capacity gaps and facilitate capacity-building support and training, as needed.

4) Provide technical support for the monitoring and reporting of the project
• Monitor project progress, including field visits with the partner, using RBM tools and agreed indicators.
• Support data collection and documentation of results, lessons learned and good practices.
• Support in preparing mission reports, progress updates, and donor reports.

5) Support advocacy, knowledge building and communication of the project
• Contribute to the development of background documents, briefs, presentations, communication materials and knowledge products.
• Document lessons learned and good practices.
• Coordinate and organise advocacy campaigns, events, trainings, and workshops.

6) Contribute to building and strengthening partnerships and resource mobilisation efforts.
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
• Participate in donor meetings and public information events, as delegated.
• Provide inputs to resource mobilisation strategies and proposals; analyse and maintain information and databases.

7) The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
