Mission and objectives

As the development arm of the United Nations, United Nations Development Programme (UNDP) is the leading organization working to end the injustice of poverty, inequality and cli-mate change, as well as the technical lead in the UN System's socio-economic response to COVID-19. UNDP together with the GoSL work towards a sustainable Sri Lanka, building up institutional, legal and individual capacities to respond to the effects of climate change and natural and man-made disasters.

UNDP in Sri Lanka’s Flagship Portfolio on SDG16 – Peace, Justice and Strong Institutions provides an integrated framework of support on Inclusive Governance. It innerves across four over-arching strategic pillars;

With the funding support of the Government of Japan, UNDP is implementing the project titled “Promoting Prosecution of Corrupt Practices through the Establishment of Anti-Corruption Mechanism”. Building on prior JSB-supported interventions, this project adopts a comprehensive, whole-of-society approach to effectively implement the 2025–2029 National Anti-Corruption Action Plan (NACAP).

Under the previous JSB project, with the technical support from the UNDP, the Electronic Procurement Monitoring System (e-PMS) was developed in 2025 by the National Procurement Commission (NPC), which and is now operational. All government institutions have uploaded their annual procurement plans into the system. The NPC is responsible for monitoring these plans and providing guidance to ensure they are accurately captured, fully functional, and effectively utilized within the platform.

In this context, UNDP is providing interim support to the NPC to oversee the uploading of procurement plans, identify and address implementation challenges, monitor progress, and facilitate coordination with government institutions. This support will continue until the required cadre positions within the NPC are fully established by December 2026, ensuring that the system operates in a sustainable and self-reliant manner.

Task description

Under the direct supervision of the Project Manager – Anti-Corruption and the Director – Monitoring of the National Procurement Commission (NPC), the UN Volunteer will be based at the NPC and will be responsible for the following:

• Monitoring and analyzing the implementation and utilization of the e‑PMS by government institutions, ensuring compliance with relevant procurement guidelines.
• Liaising with government institutions, under the guidance of the NPC, to address and resolve issues identified through system monitoring and reporting.
• Facilitating coordination and providing necessary support between the NPC and respective government institutions, as required.
• Supporting the development and enhancement of e‑modules based on updated procurement guidelines.

Throughout the assignment, the UN Volunteer will work in close consultation with the senior management of the NPC to ensure technical accuracy, institutional coherence, and practical relevance of all deliverables.
