Project Context and Scope
The International Organization for Migration (IOM) in Brazil is implementing various projects addressing the protection, assistance, and integration needs of migrants, refugees, and other vulnerable populations in Brazil. IOM recognizes the importance of accurate and timely information to foster adequate programming and ensure accountability to affected population, donors, and governments.
In this context, different groups with specific needs such as children, women, indigenous peoples, people with mental health conditions and people with disabilities, are facing even more difficulties to access basic services and are exposed to more risks of exploitation, abuse, and violence. In light of this scenario, IOM continue supporting the extremely vulnerable Venezuelan and other relevant nationalities refugees and migrants and indigenous population in Acre, Rondônia and Amazonas, especially those in risk of human trafficking, children and adolescents, and women and girls victims of gender based violence as well as promoting their socioeconomic integration.
Under the direct supervision of the Project Manager, and in close coordination with the Monitoring & Evaluation (M&E) Coordinator and the Information Management (IM) Coordinator, the Monitoring & Reporting Consultant will provide technical support and contribute to the M&E and donor reporting activities of the project. This role involves: participating in the interagency M&E group; liaising with focal points from other AFPs for the monitoring of the project; conducting monitoring of IOM activities; collection and management of data; drafting of donor reports; developing and reviewing monitoring plans and frameworks; and supporting IOM's knowledge management and learning efforts related to the project. The consultant may support the PSU team with ad-hoc tasks, such as M&E activities that are related with the scope of IOM’s intervention. Finally, the consultant will support the design and preparation of training sessions on protection areas, such as human trafficking, gender based violence and child protection.

Responsibilities
The consultant will deliver the following tasks:
• Provide technical support to IOM’s participation in the interagency M&E group for the project.
• Work closely with the Project Manager and project coordinators to establish robust data collection methodologies and ensure the consistent, high-quality collection of qualitative and quantitative project data.
• Provide technical support the M&E Coordinator to ensure integration of Monitoring activities and procedures into programming, including through the development of SOPs, workflows, monitoring plans and templates, within the scope of the project.
• Support the planning and implementation of M&E related capacity-building actives, including training sessions on results-based reporting, creation of results-based M&E planning frameworks, and institutional and global frameworks, such as the GCM, the SRF, and the United Nations Sustainable Development Cooperation Framework
• Support the PSU to coordinate with the Project Coordinators for the timely preparation, review, and submission of interim and/or final narrative reports to the MPTF Legal Amazon Fund.
• Ensure that reports are in line with specific donor requirements, and clearly reflecting the results achieved and the submitted copies are shared with relevant units.
• Support Program Support Unit with institutional reporting activities, including the United Nations Sustainable Development Cooperation Framework with Brazil, among others.

Qualifications
Required Qualifications and Experience
Education
- University degree in international relations, Political Science, information management, or any related area, from an accredited academic institution.
Experience
- Previous experience in M&E, data analysis, and donor reporting is required.
- Previous experiences with Protection is an advantage
Skills
- Excellent research and analytical skills.
- Ability to work independently and collaboratively with a diverse team of stakeholders.
- Strong problem-solving and critical-thinking abilities.
Languages
For this consultancy, proficiency in English and Portuguese, with exceptional writing skills in these languages. Proficiency in Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
