Organizational Context and Scope

The International Organization for Migration (IOM), the United Nations Migration Agency, is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non‑governmental partners. IOM promotes the orderly and humane management of migration, advances international cooperation on migration issues, supports practical solutions to emerging challenges, and provides humanitarian assistance to migrants in need, including internally displaced persons.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Project Manager, the Senior Project Associate will be responsible for supporting the coordination, implementation, and monitoring of project activities.

Responsibilities

  1. Support the Project Manager in the planning, coordination, implementation and monitoring of project activities, contributing to timely and effective delivery of outputs. 

  2. Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.

  3. Monitor budget implementation and propose adjustments as necessary.   

  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

  5. Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures. 

  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.

  7. Respond to complex information requests and inquiries; set up and maintain files/records.

  8. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 

  9. Support the implementing partner (IP) selection process, in coordination with the Project Manager and relevant units (Procurement, LEG, RMO, etc.), in line with IOM rules and donor requirements. Follow up on implementing partners performance and escalate issues or non-compliance to the Project Manager.

  10. Review implementing partner reports and activities, document observations and bring instances of non-compliance to the supervisor for further guidance.

  11. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.

  12. Provide guidance and orientation to other staff, including G4 colleagues responsible for operational IP tasks, and provide day-to-day support related to project procedures and requirements.

  13. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with six years of relevant experience; or,

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

  • Demonstrated experience supporting project coordination, implementation, monitoring, and reporting, preferably within humanitarian or development programmes.

  • Experience supporting project management functions, including work planning, tracking deliverables, and compliance with donor requirements.

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.

  • Experience in implementing partner coordination and performance monitoring. 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Knowledge of project management principles and tools, including results-based management and reporting.

  • Knowledge of migration-related subject areas dealt with by the Organization.

  • Knowledge of UN and bilateral donor programming and reporting requirements.

  • Knowledge of financial rules and regulations at the budget monitoring level.

  • Good analytical, drafting, and coordination skills.

Languages: IOM’s official languages are English, French, and Spanish. 

Required: For this position, fluency in Spanish and English is required (oral and written).
