Job Description

The International Organization for Migration (IOM) works closely with the Government of Tunisia to strengthen the resilience of the national health system against the impacts of climate change, with a particular focus on the health vulnerabilities of migrants and other mobile populations. Tunisia is increasingly exposed to environmental stressors, including rising temperatures, prolonged heatwaves, droughts, desertification, flooding, and air pollution. These challenges compound existing health inequities, placing vulnerable groups, including migrants, women, children, and elderly populations, at disproportionate risk.

Under the Migration Health Division (MHD), IOM supports the Government of Tunisia by generating evidence, promoting multi-sectoral coordination, and providing technical guidance to integrate climate and health considerations into national strategies and planning frameworks. Through these efforts, IOM aims to ensure that health systems are responsive, inclusive, and gender-sensitive, while promoting equitable access to essential health services for all populations affected by environmental and climate-related risks.

Within this framework, IOM is seeking a consultant to conduct a comprehensive, gender-responsive assessment of the intersections between climate change, migration, and health in Tunisia. The consultant will provide independent, high-level technical expertise and evidence-based recommendations to inform national policy, programming, and operational interventions. The assessment will examine climate-related health risks, identify gaps in health system preparedness, and analyze the differential impacts on vulnerable populations, including migrant communities.

The consultant will engage with multiple stakeholders, including national and regional authorities, civil society, UN agencies, and community representatives, ensuring the assessment reflects diverse perspectives and local realities. The consultancy will contribute directly to the development of actionable guidance for policymakers and health practitioners, support the integration of migration and gender considerations into climate adaptation strategies, and strengthen Tunisia’s capacity to respond effectively to climate-related health challenges.

Responsibilities

Under the direct supervision of the migration health officer and overall guidance of the chief of mission in Tunisia and in collaboration with the ministry of health, the consultant will undertake the following tasks with deliverables over a period of 60 working days:

Task 1: Inception and Methodological Framework (Days 1–10)


Conduct a desk review of existing literature, policies, and data on climate change, migration, and health in Tunisia and the MENA region.

Map key stakeholders and institutions, including government entities, academia, UN agencies, and civil society.

Develop an inception report outlining the methodology, analytical framework, data collection tools, and work plan.

Present the inception report for validation by IOM and the Ministry of Health.


Task 2: Field Assessment and Data Collection (Days 11–30)

Design and lead qualitative and quantitative data collection, including interviews, focus groups, and field observations in selected governorates.

Identify climate-sensitive diseases and key vulnerabilities affecting migrants and host populations.

Assess health system capacity to respond to climate-related risks, including surveillance, early warning, human resources, and infrastructure.

Ensure that all tools and data collection processes are gender-sensitive and inclusive.


Task 3: Stakeholder Consultations and Validation (Days 31–40)

Organize multi-stakeholder consultations with representatives from the MoH, Ministry of Environment, and other relevant institutions.

Facilitate participatory discussions with community leaders, health practitioners, and migrant representatives.

Document the outcomes of consultations to refine findings and ensure national relevance.


Task 4: Analysis and Technical Reporting (Days 41–55)

Conduct an integrated data analysis linking climate, health, and migration indicators.

Draft a comprehensive assessment report highlighting key findings, challenges, and opportunities.

Develop a technical guidance note and policy brief with practical recommendations to strengthen national climate-health-migration governance.

Align recommendations with Tunisia’s National Adaptation Plan (NAP) and IOM’s regional frameworks.


Task 5: Dissemination and Finalization (Days 56–60)

Present key findings and recommendations in a validation workshop with stakeholders.

Incorporate feedback and finalize all deliverables.

Submit final report, guidance notes, and presentation materials to IOM.

Performance indicators for the evaluation of results

Deliverables submitted within agreed deadlines and of high technical quality.

Evidence of stakeholder engagement and validation by national partners.

Gender and migration dimensions integrated throughout all analyses and outputs.

Practical, actionable recommendations aligned with national priorities.

Qualifications

Education

Advanced university degree (master’s or PhD) in Public Health, Climate Change, Environmental Sciences, Migration Studies, or a related field.

Experience

  • At least ten (10) years of professional experience in public health, climate change adaptation, or migration and environment programming.

  • Demonstrated expertise in health systems analysis and climate vulnerability assessments.

  • Proven experience developing policy guidance or technical reports for UN or international organizations.

  • Prior work experience in North Africa or the MENA region is desirable.

Skills

  • Excellent analytical, drafting, and presentation skills.

  • Strong capacity for stakeholder engagement and facilitation.

  • Familiarity with WHO frameworks on health and climate resilience.

Languages

For this consultancy, 

  • Fluency in English and French is required (oral and written).
  • Working knowledge of Arabic is an advantage.
