Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Mitigation Unit, Latin America and the Caribbean (LAC) team and will be home-based. UNEP’s Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Latin America and the Caribbean. The projects, which are in different stages of development (design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.) throughout the region. The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Under the supervision of the Task Manager for Latin America and the Caribbean for GEF mitigation projects, the consultant will undertake the Terminal Review of Ecuador CBIT project (GEF ID 10818). In coordination with the Task manager and the LAC mitigation team, the consultant will deliver timely the outputs as described in the overall Terms of Reference of the review. The consultant will work closely with the national government, international consultant and other key stakeholders, providing technical input on transparency and climate change issues as needed. The consultant will provide baseline information and facilitate stakeholder input to ensure a high-quality design of the Ecuador CBIT II project. Specific tasks and responsibilities 1. Preparing and implementing the stakeholder engagement plan for the PPG phase, including: a. Identifying all stakeholders to be engaged in the process and their level of engagement; b. Organizing and leading scoping/stakeholder consultation workshops and validation workshops, including preparation of the respective reports; c. Preparing the stakeholder consultation report to be included in the CEO endorsement document. 2. Obtaining baseline information, including, but not limited to: a. Key stakeholders and institutional arrangements; b. Key national policies, strategies, regulations, and laws related to climate change. c. Recent, on-going and planned initiatives of relevance to the topic of the project; d. Co-financing; e. Gathering information on gender considerations and collecting social safeguard information. 3. Providing input on the risks to successful project execution, including as related to Safeguards. 4. Facilitating Ministry and other national stakeholder revision and validation of the project baseline, problem tree, project skeleton, theory of change, and other sections of the project document. 5. Supporting the Ministry with preparing, requesting and following-up on co-financing letters. 6. Providing inputs for the drafting of the CEO endorsement document, including a gender analysis and action plan. 7. Providing input to respond to UNEP, GEF Consultant, Government and GEF reviews. 8. Providing support to the Ministry’s climate transparency agenda to ensure alignment with the project formulation. Performance indicators: - Submission of the three reports in accordance with the deadlines noted in section 2.3. - Reports are considered high-quality, as determined by UNEP based on comparison with other terminal review reports.
Qualifications/special skills
● Advanced university degree in one of the following fields is required: environmental studies, climate change, economics, development, engineering, finance and administration, international cooperation or a related discipline is required. A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree. ● Minimum of two (2) years of experience in working in the field of Climate Change in Latin America and the Caribbean is required. ● Experience working in Ecuador, knowledge of the institutional setting and framework, public policies, and experience working with institutional actors, is required. ● Experience in working with or for multilateral or bilateral funding entities in the field of climate change, environment or development is desirable. ● Experience in developing projects or policies related to climate change mitigation or adaptation is desirable. ● Experience in designing and implementing stakeholder consultation processes for projects and/or public policies is desirable. ● Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.
Languages
● English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English and Spanish is required.
