Based in Beirut, with travel to other regions where IRC and its partner projects and activities are implemented (Bekaa, North, Beirut, Mount Lebanon, and South), this position will be responsible for leading and coordinating a funded consortium project under the Access to Justice for Children initiative. The focus is on supporting vulnerable children in need of judicial protection and/or those in conflict with the law, while advocating for their rights within the judicial system in Lebanon. This role includes providing strategic and technical oversight of case management, PSS (psychosocial support) activities, legal assistance, and representation implemented by consortium partners.

The consortium is led by IRC and implemented in partnership with Terres des Hommes Lausanne and Himaya. In addition to the consortium, the Access to Justice consortium lead will also be responsible for coordinating and overseeing any other access-to-justice-related initiatives for children.

Reporting to the Senior Child Protection Manager, this position will work closely with partner organizations, finance, and operations on reporting, donor engagement, compliance, and project monitoring. This role will be done alongside the Partnership and MEAL teams to ensure effective consortium-level project management and accountability.

He/She will be leading the design and implementation of consortium-wide capacity strengthening strategies, with a heavy focus on the area of access to justice. The role requires strong critical thinking skills to identify systemic and procedural gaps that obstruct access to justice for children. The position will be responsible for analyzing and prioritizing gaps in process and systems, and for proposing concrete, evidence-based solutions aligned with IRC strategy to better serve children in contact with the law. This includes conducting and coordinating assessments to identify areas where counterparts providing services for children require technical support, in addition to how this can be provided.

The role requires strategic leadership, adaptive management, and high-level representation to ensure quality, compliance, and impact of the consortium’s interventions.

Major Responsibilities:

Consortium Coordination:

  • Serve as primary focal point for the Access to Justice consortium, ensuring effective coordination between IRC and partners.

  • Lead consortium governance structures, including Steering Committee and technical working groups.

  • Track progress against agreed workplans, indicators, and commitments, ensuring follow-up on action points and lessons learned.

  • Ensure effective communication, documentation, and information-sharing across consortium members.

Project Management:

  • Provide strategic oversight of consortium implementation to ensure quality, compliance, and timely delivery of activities.

  • Lead internal and external reporting in coordination with partners, programs, and finance teams.

  • Oversee budget monitoring, spending plans, and financial tracking across partners.

  • Monitor implementation through regular review meetings and field visits.

  • Ensure adherence to IRC and donor regulations and M&E standards.

Advocacy, and External engagement:

  • Lead the design and implementation of consortium-wide capacity strengthening strategies in Access to Justice for children.

  • Identify systemic and procedural gaps within the justice system and propose evidence-based solutions.

  • Support partners and justice actors through targeted technical guidance, training, and joint initiatives.

  • Build and maintain strategic relationships with key stakeholders within the justice system and relevant coordination bodies.

  • Represent IRC and the consortium in national and sub-national forums.

  • Contribute to advocacy strategies, research, and policy engagement to promote children’s fair and transparent access to justice.

Job Requirements:

Education:

  • Bachelor’s degree in law, political, criminal, social sciences or related field.
  • Master’s degree relevant to the position will be an added value.

Work Experience:

  • Minimum of 6 years of experience in managing humanitarian projects, including oversight of large-scale and complex budgets
  • Extensive experience in child protection and case management includes providing technical leadership and oversight within multi-partner or consortium-based programs.
  • Proven coordination and leadership experience, including representation in front of governmental authorities, donors, and national coordination mechanisms. Strong experience is managing capacity building programs, delivering training and coaching activities.
  • Experience working in juvenile justice, including coordination with multiple stakeholders within the justice system.  Working with the Lebanese justice system is strongly preferable.

The position is based in Beirut with frequent visits to Tripoli, Akkar, Bekaa, Baalback/Hermel, BML, and South (60% travel required)
