In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
The United Nations Development Programme (UNDP) serves as the UN Development System’s integrator for collective action to achieve the Sustainable Development Goals (SDGs). UNDP’s partnership with the Global Fund, aligned with its 2022–2025 HIV and Health Strategy: Connecting the Dots, contributes directly to the UNDP Strategic Plan and the 2030 Agenda. As interim Principal Recipient (PR), UNDP works with national partners to manage and oversee Global Fund grants while building institutional and health system capacity for national entities to eventually assume the PR role.

Since 2003, UNDP has supported over 53 countries as PR and Technical Advisor, achieving significant health and development outcomes in complex settings. Its portfolio management emphasizes proactive risk mitigation and sustainability, offering technical support across financial management, health information systems, procurement, and supply chain management. The Global Fund Partnership and Health Systems Team (GFPHST) within the HIV, Health and Development Group provides dedicated support to UNDP Country Offices.
Under the direct supervison of the Programme Manager and in coordination with the Programme Management Unit (PMU), the Procurement and Supply Chain Analyst supports the PSM function, strengthens the capacity of HIV and TB national programs and NGO partners, ensuring that procurement and supply chain management for HIV and TB commodities (including TB medicines, GeneXpert cartridges, HIV test kits and other health and non-health products) are conducted efficiently, transparently, and in full compliance with UNDP and Global Fund rules.
Duties and Responsibilities
Under the direct supervision of the Programme Manager, the Procurement and Supply Chain Analyst will;
Ensures procurement processes and related activities of HIV/TB Health Products:
- Plan and implement all approved local and international procurement of HIV/TB commodities ( PrEP, test kits, MDR-TB medicines, lab reagents, GeneXpert cartridges etc) in compliance with UNDP rules and the Global Fund (GF) policies and regulations.
- Prepare requisitions, support tendering processes, manage clarifications with suppliers, and track procurement lead times.
- Prepare and update procurement plans, procurement tracking sheets, contract status, delivery schedules, payment status, and variance analyses.
- Lead the preparation of product specifications and ensure adherence to WHO/GF policies for Quality Assurance/Quality Control (QA/QC).
- Support documentation and clearance for all inbound shipments, coordinating pre-clearance, customs clearance, and delivery to NAP and NTP warehouses
Ensure Supply Chain Management & Logistics
- Support the National AIDS Program (NAP), National TB Program (NTP), and Sub-Recipients (SRs) NGOs to strengthen quantification, forecasting, stock monitoring, and supply planning.
- Maintain updated inventory lists in alignment with UNDP and GF Health Products Management Template (HPMT) requirements.
- Monitor storage conditions for HIV/TB commodities at national and SR warehouse levels, ensuring proper storage, First Expiry First Out (FEFO) implementation, and temperature controls.
- Track distribution from central warehouse to implementing sites and support the integration of Logistci Management Information System (LMIS)/eLMIS tools.
- Conduct routine spot checks and verification visits at SR, warehouse, and facility levels to validate inventory data, consumption trends, stock levels, and potential risks.
- Identify risks of stockout, overstocks, expiries, and pipeline delays and escalate as needed.
Monitoring, Reporting & Risk Management:
- Prepare, update, and submit the Health Products Management Template (HPMT) and its detailed budgets.
- Support programmatic reviews, Program Update Disbursement Requests (PUDRs), progress updates to the Global Fund, the Independent Oversight Committee (IOC), and Ministry of Health and Population (MoHP).
- Ensure timely response to the Local Fund Agent (LFA), GF, and Office of Audit and Investigation (OAI) queries and lead PSM-related follow-up actions.
- Update the PSM risk management matrix and ensure mitigation measures are implemented.
- Support verification, documentation and consistent update for Fixed Assets Register (FAR), and related health commodities.
Ensure Capacity Development, Technical Support and Knowledge Management
- Provide technical assistance to NAP, NTP, and NGO SRs on procurement, LMIS, quantification, forecasting, distribution planning, warehouse management, and inventory control.
- Support assessments of national warehousing and distribution systems and propose improvements.
- Support the roll-out of electronic PSM systems and strengthen data use for supply chain decision-making.
- Ensure effective knowledge transfer and contribute to documenting lessons learned and best practices.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Procurement and Supply Chain Analyst will work under the direct supervision of and report to the Programme Manager.

Required Skills and Experience
Min. Academic Education
- Advanced university degree (master’s degree or equivalent) in Business Administration, Procurement, Pharmaceutical Science, Public Health, Public Policy, or relevant related field is required. OR
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
Min. years of relevant Work experience
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in in procurement of health products experience, supporting planning, monitoring, forecasting and/or quantification.
