Duties and Responsibilities

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm conventions (BRS Secretariat) bring together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. A consultant shall be retained to provide assistance to Gabon, Mauritania and Syria’s ministries of environment in undertaking the activities listed in each of the small-scale funding agreement (“agreement”) signed by these countries with UNEP/Secretariat of the Basel Convention. The agreements aim at assisting Gabon, Mauritania and Syria in the implementation of their compliance action plans, as approved by the Implementation and Compliance Committee in decisions CC-16/6, CC-16/8/Add.1 and CC-16/5, to resolve their implementation and compliance difficulties with their national reporting obligation under paragraph 3 of Article 13 of the Basel Convention. The consultant’s responsibilities will be to provide guidance and substantive support to Gabon, Mauritania and Syria to undertake activities of their respective compliance action plans of a legal and institutional nature. This includes: A. The development of the various iterations of an assessment of the countries’ legal and institutional frameworks, including the identification of possible gaps affecting the full implementation of the Basel Convention and compliance with reporting obligations. This assessment will make use of tools such as the Checklist for the Legislator adopted by the twelfth meeting of the Conference of the Parties (document UNEP/CHW.12/9/Add.4, annex I) and the Guide on the Development of Legal Frameworks adopted at the fourteenth meeting of the Conference of the Parties at its (UNEP/CHW.14/13/Add.2/Rev.1, annex) (activity A.2 of the agreements). The assessment reports (Word format) shall not exceed 10 (ten) pages, excluding annexes; B. The development of programmes, presentations and other supporting materials for the national inception meetings with stakeholders in the respective countries (activity A.4 of the agreements); C. The development of the first and second draft legal and institutional mechanisms/ measures to ensure the sustainability of countries’ compliance with their national reporting obligations for submission to national stakeholders at the national awareness-raising and training workshops (activity B and D.1 of the agreements); D. The development of the programme, presentations and other supporting materials for the two-day awareness-raising and training workshops, including consultations on the second draft legal and institutional mechanisms/measures, and participation in the workshops (activity D.1 of the agreements); E. The development of the third draft legal and institutional mechanisms/ measures for submission to stakeholders for endorsement at the evaluation meetings (activity B and F of the agreements); F. The preparation of the 2025 national reports by Gabon, Mauritania and Syria (activity E of the agreements); G. The development of the final draft legal and institutional mechanisms/ measures in each country to ensure the sustainability of countries’ compliance, incorporating feedback received from stakeholders during the evaluation meetings, and for transmission to the relevant entities responsible for consideration and/or adoption (activity F of the agreements).

Qualifications/special skills

Academical qualifications: An advanced university degree (master’s degree or equivalent) in law or environmental sciences or engineering is required. A first-level degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least two years’ work experience in the field of environmental law is required. Demonstrable experience with the implementation and enforcement of multilateral environmental agreements, including the Basel Convention, is desirable.

Languages

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French (including reading and writing skills) is required.
