Context
Under the overall supervision of the Regional Crisis Coordinator and the direct supervision of the Senior Programme Officer, the Information Management Officer will contribute to strategic, technical, and operational programme functions, with a particular focus on information management in support of IOM’s response to ensure that all IM-related efforts are coherent, operational and result-oriented.
Responsibilities
1. IM Unit Management & Coordination
- Unit Operations: Coordinate the daily activities of the Information Management Unit (IMU) to ensure the provision of comprehensive Information Management (IM) support—including data management, analysis, visualization, and mapping—to all mission programmes (Humanitarian Needs and Population Monitoring (HNPM), Water, sanitation, and hygiene (WASH), Common Pipeline, etc.) and sub-offices.
- Programmatic Positioning: Assist in positioning International Organization for Migration (IOM) in the data/information space of lifesaving, solutions to displacement, and pathways in line with IOM’s strategic objectives. This will be achieved by coordinating with the Programme Support Unit (PSU) and respective Programme Managers to identify information gaps and needs, as well as publishing regular internal and external information products.
- Cluster Strategy: In coordination with relevant Cluster Leads, support the implementation and monitoring of the Information Management strategy for the Site Management Cluster, ensuring data contributes to evidence-based decision-making and advocacy.
- Inclusiveness: Ensure all data processing activities adhere to community engagement principles, responsible use of data, gender sensitivity, respect for local customs, and the engagement of key informants.
2. Multi-Programme Support (HNPM, WASH, Pipeline)
- Cross-Programme Coordination: In close coordination with the PSU and Programme Managers, plan and implement IM solutions for HNPM, WASH, Common Pipeline, and other mission programmes. This includes supporting workflow management, documentation, and specific data needs for each sector.
- HNPM Specifics: Coordinate technical IM aspects for Humanitarian Needs and Population Monitoring (HNPM) activities, including site assessment, conflict/displacement analysis, and flow monitoring.
- Data Storytelling: Develop information products for donors and publications that utilize data storytelling—presenting inferences and data insights as stories to narrate the human aspect of the data.
- Contextual Analysis: Analyze data from various programmes to get leverage on IOM programme areas; formulate hypotheses and test them through statistical methodologies to find the "meaning of numbers" in respect to the context.
3. Technical Supervision, Master Data & Data Engineering
- Master Data & Custom Code Datasets (CODs): Ensure the effective management of CODs used at the response level and the mission’s Master Data. Maintain these datasets to ensure the coherence and consistency of information used across HNPM, WASH, Common Pipeline, and various sub-offices.
- Data Engineering: Supervise data engineering tasks, including sourcing, cleaning, and structuring data to streamline operations and ensure data accessibility.
- Data Quality Assurance: Manage the data lifecycle to ensure the usability and suitability of data, strictly adhering to quality criteria: Accuracy, Consistency, Reliability, and Completeness.
- Process Automation: Work towards process automations and the development of data tools to improve productivity, reduce infrastructure costs, and minimize analytics turnaround time.
- Visualization: Coordinate the design and data visualization of products, ensuring effective visual communication (style, color, font) that makes data accessible and actionable for operational decisions.
4. Field Support & Capacity Building
- Field Operations: Support data operations including planning, field coordination, survey management, and enumerator management to ensure efficient logistics and field support.
- Training: Train and support database assistants and field staff in the use, maintenance, and support of database systems, as well as in the training of partners.
- GIS Mainstreaming: Promote the use of Geographic Information Systems (GIS) across all programs (HNPM, WASH, Pipeline) by ensuring that the necessary GIS capabilities are managed and available to support these programs. Additionally, ensure that data collection is relevant to GIS coding and supports spatial analysis.
5. Partnerships & Reporting
- Inter-Agency Coordination: Participate in the Information Management Working Group and other relevant working groups to coordinate with United Nations (UN) agencies and Non-Government Organizations (NGOs) and in harmonizing the data/information and related processes.
- Liaison: Establish and maintain regular liaison with implementing partners and various government agencies to ensure alignment and cooperation.
- Reporting: Support monitoring the status of projects across programmes (HNPM, WASH, Pipeline) per agreed timelines and prepare project status and progress reports.
- Perform such other duties as may be assigned.
Qualifications
Education
- Master's degree in Information Management Systems, Geoinformatics, Data Management or related disciplines with five years of relevant experience; or,
- University Degree in the above mentioned fields with seven years of relevant professional experience.
Experience
- Experience in Information Management for humanitarian or development activities or equivalent managerial level experience;
- Experience in designing and implementing information management methodologies and systems; optimizing data processes, implementing policies, governance, and developing technology standards for information management is required;
- Experience in managing multicultural teams working in providing Instant Messaging (IM) as a support service is essential;
- Extensive knowledge of humanitarian and development programming, information requirements are required;
- Experience in quantitative and qualitative data analysis, visualisation, mapping, and document designing is an advantage;
- Experience in database development/management, website development/content management are an advantage.
Skills
Data Engineering & Analysis:
- Advanced proficiency in data engineering tools and statistical software (e.g., Python, R, Structured Query Language (SQL), Stata, or Statistical Package for the Social Sciences (SPSS) to support hypothesis testing, data cleaning, and process automation;
- Ability to perform advanced statistical analysis to identify trends and "find the meaning behind the numbers";
Visualization & GIS:
- Expert knowledge of Business Intelligence tools, or similar business intelligence tools for dashboard design;
- Demonstrated command of Geographic Information Systems (GIS) software (ArcGIS, Quantum Geographic Information System (QGIS) for spatial analysis and map production;
- Familiarity with graphic design principles (e.g., Adobe Creative Cloud) to ensure visual communication and accessibility of information products;
Data Collection & Operations:
- Deep technical knowledge of mobile data collection tools and server management;
- Experience in survey methodology design, sampling frameworks, and managing large-scale field assessments.
Languages
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic is an advantage.
