Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM) and in permanent coordination with the Resource Management Officer, the Programme Officer (PO) will coordinate the development and implementation of IOM’s programmes/projects in Iran, in close coordination with relevant Project Coordinator/Manager and in coordination with Regional Office (RO) Regional Thematic Specialist (RTS) on institutional matters.
Responsibilities
- Coordinate the development, implementation, reporting, and monitoring and evaluation of projects, providing technical, administrative and financial backstopping to ensure effective programme delivery.
- Provide technical and operational guidance to programme units to ensure effective planning and implementation and facilitate collaboration and synergies acrossunits.
- Coordinate the implementation of Protection and Cash Based Interventions under the European Commission’s Humanitarian Aid and Civil Protection (ECHO) project, ensuring alignment with programme objectives, donor requirements and institutional standards.
- Convene regular coordination meetings to discuss, prepare and coordinate responses to emerging issues.
- Maintain and implement institutional guidance and policies, ensuring alignment across thematic areas. Contribute to knowledge management by coordinating the documentation of lessons learned, sharing best practices and promoting effective information exchange.
- Facilitate, in close liaison with the Government of Iran - multi-stakeholder coordination for relevant actors involved in migration programming in the country.
- Coordinate IOM’s engagement with the United Nations Country Team (UNCT) and other relevant UN Coordination Mechanisms in close consultation with CoM.
- Serve as the Country Office (CO) focal point for the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the Refugee Response Plans (RRPs), especially for specific migration related programs and projects.
- Coordinate visibility and communication activities in close collaboration with relevant counterparts at the Country Office, RO and Headquarter (HQ) to ensure consistent messaging and effective outreach.
- Undertake in-country and international duty travels for the purpose of program assessment, technical guidance and evaluation, resource mobilization or to represent IOM at meetings of governmental, intergovernmental and non-governmental organizations.
- Coordinate fund-raising initiatives for new activities and projects across programmatic areas.
- Act as Officer in Charge (OiC) during the absence of the CoM, as required.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Political Science, Social Science, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in the development and/or humanitarian sector at the international level dealing with the full range of IOM interventions; and,
- Experience in liaising with governmental and diplomatic authorities as well as with international institutions.
Skills
- Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations withsenior government officials, UN agencies, Non-Governmental Organisations (NGOs) and Donors;
- Demonstrated successful fund-raising track record;
- Good level of computer literacy is essential;
- Demonstrated successful management track record;
- Sound knowledge of project cycle as well as of monitoring and evaluation;
- Sound knowledge of financial and business administration; and,
- Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
