Your team
Within the The Directorate Maastricht Upper Area Control Centre, the Product Management service defines the product strategy and roadmap, establishes product requirements and plans product releases in accordance with business value.
Your role
Your role will be to:
- Contribute to the development and implementation of the product vision and strategy by collaborating with business stakeholders and domain experts to align product roadmaps and lifecycles with operational goals.
- Perform business needs analysis by translating user and operational needs into technical specifications and validating deliverables to ensure they meet business needs and comply with safety, security, and quality standards.
- Collaborate with internal and external stakeholders, including development teams, business analysts, architecture teams, and other product owners, to ensure alignment of priorities and effective delivery.
- Oversee product (or product feature) delivery processes by ensuring compliance with workflows, monitoring milestones, addressing risks and challenges, and solving product-related issues through trade-off analyses and effective decision-making.
- Contribute to the continuous improvement of products by maintaining their availability, reliability, and quality while enhancing tools, processes, and practices to support efficient delivery.
- Provide recommendations to address operational challenges by implementing technical solutions and driving successful task and project outcomes.
- Identify and address operational risks and challenges by proposing corrective actions, monitoring progress, and adjusting priorities to meet evolving needs and objectives.
- Contribute to knowledge sharing and collaboration by participating in workshops, working groups, and cross-domain projects to share expertise, address challenges and align service-level activities with operational objectives.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Candidates must fulfill one of the following educational and professional experience requirements:
- Completion of third level studies in a relevant field (aeronautical engineering, air traffic management, etc.) meeting European Qualifications Framework (EQF) Level 6 followed by at least four years relevant professional experience to perform the advertised responsibilities;
- Completion of third level studies in a relevant field (aeronautical engineering, air traffic management, etc.) meeting European Qualifications Framework (EQF) Level 7 followed by at least three years relevant professional experience to perform the advertised responsibilities; OR
- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Experience in gathering and drafting comprehensive specifications reflecting user needs and/or technical requirements for system (software) development.
- Experience in coordinating and overseeing projects related to system (software) development.
- Understanding of Air Traffic Control (ATC) Systems and/or Air Traffic Flow and Capacity Management (ATFCM) Systems, including operational procedures.
- Understanding of technical capabilities and constraints preferably of ATC and/or ATFCM systems.
- Knowledge of enroute ATC and/or ATFCM procedures and concepts.

Following would be considered as advantage:
- Experience in Air Traffic Management (ATM) related concepts (e.g. datalink, OLDI, etc.)
- Experience collaborating and coordinating with other business or technical areas, system providers, or air navigation service providers (ANSP).

The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C2.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- The selected candidate will be appointed for a period of 5 Years in accordance with the Staff Regulations governing officials at EUROCONTROL. Internal staff with an undetermined appointment will keep their current type of appointment duration.
- Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
- Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
- The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
