Organizational Setting and Reporting Relationship

The position of Senior Operations Officer is assigned to the the Mongolia Resident Mission (MNRM) within the East Asia Department. You will be based at our resident mission (RM) in Ulaanbaatar, Mongolia.

You will report to Country Operations Head, MNRM and/or designated international staff and oversee junior team member/s.

Your Role

As a Senior Operations Officer, you will support MNRM operations, help manage sovereign operations portfolio, strengthen executing agencies and collaborate with government counterparts to resolve project issues. Leveraging country experience, you will help enhance project administration practices and ensure alignment with ADB's goals, operational policies, and strategic priorities.

You will:

Portfolio Monitoring & Operational Support

  • Coordinate and monitor the sovereign operations portfolio to ensure implementation and compliance with ADB policies.
  • Collaborate with regional, sector, and thematic teams on portfolio management and processing of sovereign and non‑sovereign operations, including projections for commitments, contract awards, disbursements, financial closures, and completion reports.
  • Identify risks and bottlenecks, propose remedial actions, and support executing agencies in resolving implementation challenges.
  • Contribute to portfolio reviews, reporting, and knowledge products that strengthen project administration.

Capacity Building & Knowledge Sharing

  • Provide guidance and training to executing agencies to enhance institutional capacity and project management skills.
  • Share lessons learned and best practices to improve efficiency, sustainability, and accountability.
  • Apply country knowledge and operational experience to tailor solutions to local contexts.

Stakeholder & Donor Engagement

  • Work closely with government counterparts to anticipate issues and align projects with national priorities.
  • Coordinate with donors and development partners to harmonize support and strengthen aid effectiveness.
  • Facilitate Board and management visits, ensuring effective communication, preparation, and follow‑up.
  • Support dialogue and partnerships that reinforce trust, transparency, and shared responsibility.

Strategic Alignment & Results Delivery

  • Ensure operations contribute to ADB's goals, operational policies, and strategic directions.
  • Promote accountability, effective resource use, and measurable development outcomes.
  • Provide inputs to strengthen portfolio performance and long‑term impact.

Qualifications

You will need:

  • Bachelor's degree in engineering, accounting, science, business administration, commerce, economics, or other relevant disciplines, a Master's degree or equivalent is preferred.
  • At least 8 years' relevant professional experience, projects funded by multilateral development financing institutions is preferred; and at least 4 years of supervisory experience.
  • Sound knowledge of different stages of the project cycle and project administration practices
  • Demonstrated research, data-interpretation skills and ability to collect and organize large amounts of data and information, and draft relevant reports/documents.
  • Strong team work and collaboration skills, with experience liaising across departments and the ability to mentor and guide junior staff.
  • Proven track record in relationship management and client orientation, with the capacity to analyze issues, develop solutions, and maintain a solution‑focused approach. Responsive, flexible, reliable, and professional in all interactions.
  • Proven experience in fostering teamwork and collaboration, engaging with various stakeholders.
  • Proficiency in written and verbal English.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Mongolia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
